The Cosumnes Community Services District ("District") is seeking to hire a full-time Geographic Information Systems (GIS) Technician in the Administrative Services - Information Technology (IT) Department to join our team.

Position Description
Under close supervision, the Geographic Information Systems (GIS) Technician performs technical duties in support of the District’s geographic information systems, and related software/hardware to prepare, revise, maintain, and manipulate a variety of maps and spatial database records, documents, and reports, its users, and/or departments. Incumbents will assist in the collection, maintenance, publishing of maps, and other geographic source data in both spatial and tabular form for use by the District’s departments, other public agencies, and the public.

Salary Information
The salary range for the Geographic Information Systems (GIS) Technician classification is between $28.88 - $40.64 hourly. The District typically appoints new employees at step 1 of the salary range. Consideration for an appointment higher than step 1 will be based on experience, education, or the need for unique skills or knowledge and shall be no more than mid-point of the salary range.Note: The following duties are intended only as illustrations of the various types of work that may be performed. The omission of a specific statement on duties does not exclude them from the position if the work IT similar, related or a logical assignment to the position. Each individual in the classification does not necessarily perform all the duties listed. Employees may perform other related duties at an equivalent level as required.

  • Collects, updates, and maintains geospatial data, including land records, infrastructure information, and demographic data;
  • Assists in the Implementation of effective data management strategies to ensure data integrity, security, and accessibility;
  • Creates and updates maps for various departments within the organization;
  • Assists in the design and development of GIS databases, ensuring data integrity and quality;
  • Generates reports, graphics, and visual representations of spatial data for decision-making;
  • Collaborate with other team members to support the GIS needs of different departments;
  • Provides GIS technical customer support and training to end-users on GIS tools and applications.
  • Performs other related duties as assigned.
Any equivalent combination of training and experience that provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. The education or experience requirements may be modified or waived at the sole discretion of the General Manager.  At least one of the education or experience requirements must be met; however, both requirements cannot be modified or waived.  A typical way to obtain the knowledge, skills, and abilities: 

Education and Training: 
  • Equivalent to an Associate's degree in engineering, geographic information systems or related field is required.
Substitution of Education: 
  • A combination of both education and paid experience or other equivalent work experience performing GIS duties or related tasks may be substituted on a year for year basis.

Experience: 
  • One (1) year of relevant training or work experience that demonstrates possession of the required knowledge and abilities involving the operation of an ESRI-based computerized mapping and/or geographical information system and its related extensions and databases. 
  • A Bachelor’s degree in engineering, geographic information systems or related field may substitute for the experience requirement.

Special Requirements: 
  • Must possess a valid California class “C” driver’s license, with a clean driving record, and maintain it throughout employment.

Knowledge of: 
  • Basic GIS, cartography, and engineering drafting concepts including map projections and scales;
  • Basic arithmetic, algebra, and geometry including calculation of decimals, ratios, percentages, and fractions;
  • Esri ArcGIS software and extensions;
  • Spatial data concepts and best practices in data management;
  • Principles, symbols, and terminology used in Esri;
  • cartography and map design;
  • Basic understanding of relational database technology using Microsoft SQL and SQL query;
  • GPS technology and data collection tools is desirable but not mandatory for entry-level positions.
  • Proficient use of Office 365 productivity suite, Microsoft Windows, Internet, and computer networks
    • Principles and practices of effective customer service, including verbal and written communication.
 
Ability To:
  • Use automated drafting and mapping tools and programs, including ESRI-based GIS software, such as Arc/Info, ArcView, ArcPro, AutoCAD software and their applications.
  • Use various GIS-related software to locate, input, and adjust spatial and tabular data;
  • Visualize spatial relationships;
  • Troubleshoot problems with GIS-related software, identify and locate the source of the problem, diagnose the problem, develop logical and reliable solutions, and initiate corrective action;
  • Use computerized editing and mapping tools to prepare maps, accurately delineating feature locations and boundaries.
  • Adapt to changing priorities and manage multiple tasks simultaneously;
  • Think critically and solve problems related to data management and GIS;
  • Learn and apply new GIS software and technologies as needed;
  • Demonstrate a strong commitment to data security and confidentiality;
  • Take initiative and be self-motivated in completing tasks;
  • Stays informed about industry trends and best practices in GIS technology and data management.

Typical Working Conditions
Work is typically performed in an indoor office environment. Occasional work is performed outside in various types of weather; Incumbents may be exposed to noise, moisture, dust, vibrations, heat, and cold. Work may require weekend hours during special projects and overtime as needed. Work may also require travel to and from off-site locations throughout the District.

THE PROCESS:

Application Review (Pass/Fail): All applicants must complete and submit an application by the final filing deadline. Applications will be reviewed for possession of minimum qualifications and evaluated according to the essential functions of the job and other needs of the position.

  • Supplemental Questions: The supplemental questions are considered a part of the application process. All required questions must be completed before the application can be submitted. The supplemental questions will be used to evaluate the relevance, level, and progression of the applicant's education, training, and experience. Depending on the size of the applicant pool, the supplemental questions may be used as a part of the supplemental screening.
  • Supplemental Screening:  The district will review the responses to the supplemental questions of all candidates meeting the minimum qualifications. The most competitive candidates in the applicant pool will be selected to continue in the selection process.
  • When writing job-related responses to supplemental questions in the supplemental questionnaire, please be succinct and brief in your answers.

Oral Panel Interview - All candidates who pass the application review will be invited to participate in an oral panel interview. The first round of interviews will be on May 15, 2025.
Notification: Candidates will be notified of their status after completing the first interview phase.
 
Final Interview - Candidates who pass the first interview panel may be invited to a final interview. The final round of interviews will be on May 19, 2025.
 

Conditional Offer: Candidates selected from the process receive a conditional offer of employment contingent upon the successful completion of the following:
Reference Check: verification of work performance and employment history
Background Check:  A State of California, Department of Justice criminal background check;
  • Driving Record:  A State of California, DMV driving record printout will be required.

Upon successful completion of the background check, candidates must complete the following before final appointment:
  • Medical: A clear physical, drug, and tuberculosis screening will be required.
  • Work EligibilityThe District participates in E-Verify to confirm authorization to work in the US.
Failure to meet these pre-employment requirements will be grounds for withdrawal of the conditional offer of employment.

Probationary Period: A probationary period of one (1) year is the final phase of the selection process.

  • The District participates in the California Public Employees Retirement System (CalPERS). New members in the CalPERS system will receive a retirement formula of 2% at 62. Applicants who meet the CalPERS requirements for a "classic member" will receive a retirement formula of 2% at 55.
  • All employees of the District participate in the Medicare portion of Social Security.
  • Full-time employees receive generous vacation, holiday, and sick leave allowances.
