Position Title: Child Care Liaison/Center Coordinator
Service Area: Early Head Start
FLSA: Non--exempt
Reports To: Philadelphia Program Manager
POSITION SUMMARY: Responsible for providing comprehensive services for families which include education, health, social services, and referral information at community child care centers. Encourage parents to participate in parent meetings and center activities.
ESSENTIAL FUNCTIONS:
1. Weekly visits to each of the COTRAIC EHS classrooms and child care partner classrooms. These visits should occur several times at week at each partner site.
2. Work with center staff and child care partner teaching staff to conduct or gather Ages & Stages-3rd edition screening within initial 45 days ( and subsequently every six months) as well as the Ounce Scale assessments (child assessments anecdotal observations and assessment profiles) on children with referrals and follow-up when necessary incorporating results at parent visits. Conduct the Metropolitan Vision and Hearing Screenings within the initial 45 days and at regular increments/schedule thereafter.
3. Work with center staff and parents to conduct or gather Ages & Stages: Social Emotional screen on children within initial 45 days and then every 6 months.
4. Report to Infant Toddler Manager screening results which warrants referrals. Work with center /child care partner staff and family to set up referrals with appropriate community agency, intermediate unit and/or school district personnel.
5. Participate in parent meetings and activities. Make arrangements for child care as needed at meetings.
6. Maintain all records in accordance with program guidelines.
7. Maintain confidentiality as outline by the agency.
8. Drive between scheduled visits at child care centers.
9. Collaborate with child care staff and other collaborative partners for the mutual benefit of the families, staff, and the programs.
10. Work with child care centers to complete Early Head Start paperwork.
11. Maintain contact logs
12. Complete ITERS and COTRAIC HS/EHS childcare monitoring tool on a prescribed basis.
13. Maintain up-to-date credential information of center and childcare partner staff. This includes licensing and insurance information.
14. Complete necessary PIR information
15. Identify training needs of center and childcare partner staff.
16. Role model and mentor center and childcare partner staff on developmentally appropriate techniques.
17. Attend EHS and CC staff meetings on a regular basis.
18. Assist the child care partners and families in maintaining the 85% average daily attendance required of center-based programs.
19. Conduct monthly health and safety checklists at center classrooms and childcare centers in collaboration with the Health Coordinator utilizing EHS checklist form.
20. Evaluate COTRAIC teaching staff as prescribe by agency Policy and Procedures.
21. Write observational reports of visits to classrooms and partner cc classrooms.
22. Collect and maintain weekly attendance records, list of absences and reasons for absences
23. Maintain list of children on subsidy and redetermination dates.
24. Approve monthly invoices from child cares upon submission.
25. Work with Support Specialist to distribute and collect Family Engagement forms for non-federal share.
26. Maintain diapers and wipes at each center and child care site. Notify Infant Toddler manager when new stock of diapers and wipes is needed.
OTHER RESPONSIBILITIES:
1. Attend meetings, trainings, and conferences as required.
2. Perform other job responsibilities as assigned.
EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:
1. A Bachelors Degree in Early Childhood Education, Child Development, Child and Family Studies or related field with 1 year of experience with 0-3 year old children
2. Strong verbal and written communication skills.
OTHER REQUIREMENTS:
1. Initial PA Child Abuse Clearance and PA Criminal Check for new hires. FBI clearance is necessary for new hire. We can accept FBI clearances up to one year old.
2. Initial T-B test and physical exam
3. Bi-annual CPR and First Aide Certificate.

Pay: $23.26 - $34.60 per hour
