Health Insurance Counseling and Advocacy Program (HICAP) is a program of the Council on Aging-Southern California (COASC), a non-profit corporation serving older adults and individuals with disabilities since 1973. The mission of COASC is to promote the independence, health, and dignity of older adults through compassion, education, and advocacy
HICAP is a program that serves Medicare beneficiaries and individuals soon eligible for Medicare at any age. The goal of this program is to provide objective counseling, assistance and education with Medicare and related health insurance plans and long-term care planning, services, and supports.
PURPOSE OF WORK : Help people of any age navigate Medicare. Provide awareness of HICAP services and Medicare information and education to small and large groups by partnering with organizations throughout the county.
RESPONSIBILITY : Educate Medicare beneficiaries, their family members and caregivers, and the public about HICAP services and Medicare benefits, coverage, and rights. Develop and maintain relationships with community and government-based organizations. Maintain and expand brand awareness across all older adult populations in the County.
JOB RESPONSIBILITIES (including but not limited to) :
- Successfully complete initial HICAP counselor registration requirements and continually maintain registration status
- Coordinate and oversee staff and volunteer counselors providing community education and outreach services
- Develop training curriculum and deliver to new and existing community educators
- Create outreach event expectations for staffing booths and tables; monitor adherence
- Develop and maintain partnerships and relationships with community-based and other organizations serving older adults and individuals with disabilities
- Create new and refresh existing education topics and materials; deliver at education events
- Maintain current database of demographic data for county Medicare beneficiaries to support strategies for education and outreach events
- Track, record and maintain accurate and timely education and outreach specific data utilizing appropriate databases
- Schedule and conduct events to disseminate and educate individuals on Medicare and related topics
- Collaborate with HICAP staff, volunteers, and community partner organizations

CONDITIONS OF EMPLOYMENT : The ability to transport oneself to needed appointments and events with reliable transportation is required. Occasional overnight travel may be required.
