What are the responsibilities and job description for the Program Manager position at Council on Substance Abuse-NCADD?
COSA is looking to hire a Project Manager for its newly opened Teen Center. The manager should have previous demonstrated experience with new youth program start-ups, program development and implementation, marketing and advertising, supervision, and fundraising. In addition to the Teen Center, the manager will oversee additional program implementation activities for individuals experiencing homelessness and justice involved populations in collaboration with other departments. The manager is part of a collaborative team and promotes teamwork among all staff, volunteers, and contractors. The manager is able to perform their duties under minimal supervision during day, evening, and weekend hours, and reports directly to the Executive Director.
CORE RESPONSIBILITIES
Programs
- Ensure that all project goals and objectives are met while providing oversight of all project planning, development, implementation, monitoring, and evaluation activities and serves as the primary contact
- Foster relationships among the social service agencies, civic organizations, local schools, current program partners, and other youth and education organizations to enhance the development of Teen Center youth programming
- Represent COSA and the Teen Center by attending various community meetings and events (i.e. City Council meetings, Montgomery County Commission meetings, Montgomery School Board meetings)
- Represent the agency with the Homeless HUB project in coordination with the Director of Program Operations to ensure services are provided
- Maintain all project documentation to include participant permission forms, meetings, group and event attendance, and other related materials
- Manage program performance and quality
Development and Communication
- Update and develop compelling youth program communications (website content, marketing materials, social media, etc.)
- Be a positive spokesperson for the Teen Center
- Work with Program Coordinator and Executive Director to develop messaging for youth programs
- Work with Executive Director and Program Coordinator to identify and develop opportunities to expand the depth and breadth of existing programs, as well as explore and develop new program ideas
- Work with Executive Director and Program Coordinator to develop new sources of youth program funding
Administrative and Management
- Ensure the project operates in compliance with all applicable state and federal regulations and laws
- Maintain and improve existing youth program systems (program registration, equipment inventory, program standards of operations (SOP) documents, etc.)
- Complete all grant reports as required by the Executive Director and funder
- Coordinate with Executive Assistant to address building issues, schedule contractors, or other expense issues
- Train all program educators, interns, facilitators, and contractors on Center rules and responsibilities
- Work with Executive Director to develop youth program budgets
- Attend all COSA staff meetings and trainings as required
- Other duties as assigned.
Additional Duties
- This position is required to work all youth program related fundraiser events, and any of the organization’s events
KEY QUALIFICATIONS/SKILLS AND ABILITIES:
- Excellent written and oral communication skills, computer skills and experience with information technology.
- Confidence and experience in working with professionals, social service, or community agencies.
- Minimum of three years of supervisory experience.
- Ability to establish and maintain strict personal boundaries.
- Open, creative and flexible.
- Advanced skills in writing and public speaking.
- Excellent team building and leadership skills.
- Minimum of a master’s degree in a behavioral health, counseling, social work or related field, plus at least three years post degree relevant clinical and supervisory experience. A master’s degree is preferred.
- Problem solving and organizational skills.
PHYSICAL DEMANDS & WORKING CONDITIONS:
- Regularly sits at a desk, drives a motor vehicle, and lifts or moves objects weighing up to 50 pounds
- Works for sustained periods of time maintaining concentrated attention to detail.
