JOB SUMMARY: The Qualified Behavioral Health Professional (QBHP) is responsible for providing clinical behavioral health services, supervised by Mental Health Professional, to juvenile clients involved in a community reintegration program. The QBHP will assess risk factors, plan, implement, and evaluate treatment strategies to support the emotional, psychological, and social needs of juvenile clients to facilitate their successful reintegration into the community. This position requires collaboration with a multidisciplinary team, including social workers, case managers, probation officers, community-based providers, DYS Care Coordinators, and family members, to provide comprehensive services to youth and to ensure continuity of care. Reports to the Mental Health Professional staff for clinical supervision for each assigned client. Functions as a supportive member of the clinical team. The QBHP will provide response and assist in psychiatric intervention to juvenile clients experiencing emergencies/crisis; emotional disturbances per standards and regulations; needing supervision/support/transportation to appointments for coordination of care with other Medicaid care providers and/or agencies affecting client benefits. Ensure proper maintenance of cottages.

GENERAL RESPONSIBILITIES:
1. IMPLEMENTS QBHP SERVICES TO MEET COMPLEX JUVENILE CARE NEEDS UNDER MHP SUPERVISION: Conducts on-site and off-site observation of client care. Gathers, organizes and analyzes data on client needs. Reviews Treatment Plan with professional staff assigned to each client; provides QBHP individual interventions on site and off site according to the prescription for services on each individual Treatment Plan; Utilize evidence-based curriculums and best practices to address behavioral challenges, trauma, substance use issues, and mental health concerns. Monitors the progress of juveniles in the program and adjust treatment plans as necessary.

IMPLEMENTS QUALITY SERVICE: Communicates CCI Cottages philosophy, individualized goals and objectives, policies and procedures in an effective manner to clients, their families, other agencies and the public. Ensures timely update on new changed standards of care; advises team per care requirements; participates in weekly supervision requirements for paraprofessional; investigates, and reports assigned problems and or complaints arising from client care issues to the assigned professional and/or clinical team for resolution. Attend clinical team meetings and/or staffing and goal planning interventions. Participate in case reviews, team meetings, and family meetings to discuss client progress and concerns. Responds to clinical supervision/directions/recommendations of MHP staff. Seeking client case consultation of MHP staff. Provides immediate crisis intervention when needed, including assessing the safety of the juvenile and others, de-escalating situations, and providing support during times of emotional distress. Develops safety and crisis plans for high-risk individuals. Responds to emergency calls, when scheduled for 24/7 coverage.

ENSURES ALL DOCUMENTATION AND CLIENT CARE COMPLIES WITH STANDARDS: Arkansas Mental Health Service standards; Medicaid regulations; medical record review; and other accredited and regulations standards that are applicable. Enters intervention notes in a timely manner according to Medicaid regulations; completes all necessary forms to be filed in each client chart as required to track various needs. Documents all services provided and/or corrections per CCI and DYS policies, standards accredited/licensing agencies and/or requests of CEO/CFO/MHP. Maintain accurate, timely, and confidential clinical records in compliance with legal, regulatory, and ethical standards. Write comprehensive progress reports, treatment summaries, and discharge plans. Ensure documentation is updated in accordance with program protocols and agency requirements. Adhere to all relevant local, state, and federal regulations regarding the treatment of juvenile clients. Ensure ethical practices in the delivery of services, maintaining confidentiality, and working within the scope of professional standards. Participate in regular supervision and professional development activities to maintain licensure and certification.


FUNCTIONS AS A TEAM MEMBER: Participates as a member of the clinical team, is responsible, open, honest, positive, cooperative with all team members. Ensures good standing and appropriate communication/reporting significant client information with all team members/ agencies and encourages the team process. Contribute to the ongoing development and improvement of the community reintegration program. Provide feedback on program effectiveness and make suggestions for service enhancement.
Assist in training and mentoring new staff and interns as needed.

PERFORMANCE EXPECTATIONS:
  • Respond to Administrative requests in a timely manner, i.e., client accounts, receipts, budgets, etc.
  • Coordinate client care with other providers in a timely, efficient manner,
i.e., doctor, dentist, SSA appointments, productivity goals, etc.
  • Contribute to the ongoing development and improvement of the community reintegration program.
  • Provide feedback on program effectiveness and make suggestions for service enhancement.
  • Assist in training and mentoring new staff and interns as needed.
  • Engage families in the treatment process and provide family therapy as appropriate.
  • Offer guidance to families on how to support their child’s reintegration and improve family dynamics.
  • Educate family members on behavioral health issues, interventions, and resources.


2. OTHER DUTIES AS ASSIGNED.


KNOWLEDGE, ABILITIES AND SKILL (KAS):
  • Knowledge of the principles and practices of mental health care per Arkansas Division of Youth Services and Medicaid regs; CARF Standards.
  • Knowledge of the principles and practices of the Recovery Model, Person-Centered Care, and the CCI Community Reintegration Model.
  • Computer Use/Input
  • Ability to plan and implement services and programs.
  • Ability to monitor the work of others.
  • Characteristics and competencies consistent with this agency’s code of ethics and commitment to the vision and mission statement are required for this position.
  • Strong understanding of juvenile behavioral health needs, including trauma, substance abuse, mental health issues, and delinquent behavior.
  • Excellent communication skills, including the ability to work collaboratively with families, community partners, and other professionals.
  • Ability to manage high-stress situations and provide effective crisis intervention.
  • Knowledge of community resources and services available to juveniles and families.
  • Strong organizational skills and attention to detail in maintaining documentation and treatment records.

QBHPs shall meet all requirements as defined in the licensing and certifications laws pertaining to their respective position. The formal educational equivalent of a bachelor's degree or, rarely, experience may substitute; at minimum, high school diploma; certification as a QBHP.

One year of experience is required OR appropriate degree and on the job training can act as a substitute for candidates with no experience.
