THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

ALAMEDA COUNTY HEALTH

Alameda County Health is the local government agency that promotes and protects the health and well-being of all who live, work, learn, and play in Alameda County. We coordinate services and cultivate partnerships with community organizations and providers to help ensure access, organize, and deliver health care and services to people with Medi-Cal and without insurance, support resilient communities, and improve health for all. Alameda County Health's departments and programs focus on services and support that provide care for the whole person.

  • The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness, recovery, and resilience.
  • The Environmental Health Department works to keep our air, water, and food safe; it regulates, protects, and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.
  • The Public Health Department focuses on community and population-level health, preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.
  • Alameda County Health also provides services through Housing and Homelessness Services, Emergency Medical Services Agency, HealthPAC, and Healthy Schools and Communities.

EMERGENCY MEDICAL SERVICES

As part of Alameda County Health, the Emergency Medical Services Agency (EMS) works to ensure robust and timely access to ambulance services for all Alameda County residents and leads the agency's emergency preparedness and response work. We are EMTs, paramedics, doctors, program administrators, and paramedics in training.

Alameda County Health Emergency Medical Services Agency (AC Health EMS) is a District within Alameda County Health. We are recognized by the California Emergency Medical Services Authority as a "Local EMS Agency," or LEMSA. LEMSA's throughout the state are responsible for planning, implementing, evaluating, and regulating local EMS systems. Many of our responsibilities, and the authority needed to carry our oversight role, are derived from Division 2.5 of the California Health and Safety Code and related chapters of Title 22 of the California Code of Regulations.

The Alameda County Health EMS System is comprised of many stakeholders including dispatch centers, first responder agencies, ambulance providers, hospitals, and specialty centers for the emergency care of victims of major trauma, stroke, and certain serious heart conditions. The Alameda County Health EMS Agency coordinates the comprehensive emergency medical services system through its contracted and permitted provider organizations, as well as through the development and implementation of policies and procedures for prehospital care.

The EMS Agency works closely with system stakeholders as it seeks to continually improve patient care and service delivery through evidence-based policy and program development.

AC Health EMS promotes health equity through its Injury Prevention Program as well as its EMS Corps and Health Pathway Partnership programs which help prepare young people in underserved communities for careers in health care.

THE POSITION

Under administrative direction, to provide management-level, to assist the Director in the overall administration of the District; to act as County liaison with various emergency service providers within the County; and to do related work as required.

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications, the ideal candidate will have demonstrated a track record of success and will possess the following critical attributes :

  • Possess a comprehensive understanding of both EMS provision and administrative functions, coupled with the leadership and organizational expertise needed to oversee and optimize a broad-based, coordinated EMS program.
  • Ability to manage day-to-day operations, ensuring efficient service delivery, and oversee financial and administrative services.
  • Proven track record of successfully managing and leading teams, optimizing resources, and fostering a positive work culture that aligns with organizational goals.
  • Well-versed in EMS protocols and procedures, ensuring that service delivery is aligned with best practices in patient care and operational efficiency.
  • Ability to supervise, review, and evaluate staff performance, either directly or through subordinate supervision.
  • Possess excellent planning skills and be able to conduct complex administrative and operational studies to inform decision-making.
  • Interpret and apply complex policies, regulations, and procedures, ensuring full compliance with all applicable standards.
  • Foster effective relationships with key partners, which is crucial for maintaining positive working relationships and advancing EMS initiatives.
  • Highly organized and capable of managing competing demands while ensuring continuous service excellence.
  • Exercise sound independent judgment and political astuteness, particularly in high-pressure situations, within the framework of established policies and guidelines.
  • Proactive, results-oriented leader who can inspire, manage, and innovate within the EMS system. This individual will be committed to improving patient care, streamlining operations, and ensuring the success of EMS program, while maintaining a strong commitment to public service.
  • MINIMUM QUALIFICATIONS

    Education :

    The equivalent to graduation from a four-year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, a health or social science or a field related to the work,

    Additional experience as outlined below may be substituted for the education on a year for year basis.)

    Either I

    Experience :

    Two years full-time experience as a Supervising Prehospital Care Coordinator in Alameda County in the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)

    OR II

    Experience :

    The equivalent of two years of full-time progressively responsible experience in an administrative or supervisory or staff capacity which must have included one year working with the administration and management of an emergency medical service program for a government EMS agency.

    Licenses :

    Must possess a valid California driver's license.

    Licensure as a Medical Provider is desirable, but not required.

    NOTE : The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies :

    Knowledge of :

  • Management principles and practices, including work planning, employee supervision and business management.
  • Principles and practices of emergency medical service provision.
  • Practices and techniques of administrative and financial analysis and report preparation.
  • Computer applications and hardware and software related to the work.
  • Budgetary, contract and grant administration and financial record keeping and reporting practices.
  • Office administrative practices and procedures, including records management and the operation of standard office equipment.
  • Ability to :

  • Provide day-to-day oversight and supervision to a broad-based, coordinated emergency medical services program.
  • Administer a variety of financial and related administrative services functions.
  • Plan, supervise, review and evaluate the work of others, either directly or through subordinate supervision.
  • Plan and conduct complex administrative and operational studies.
  • Research, compile and summarize varied information, evaluate alternatives and reach sound conclusions.
  • Interpret, explain and apply complex policies, regulations and procedures.
  • Prepare clear and accurate reports, correspondence, procedures, policies and other written materials.
  • Represent the department and the County in meetings with varied groups and organizations.
  • Organize and prioritize work and meet critical deadlines.
  • Exercise sound independent judgment within established policies and guidelines.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
  • EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS

  • A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  • A review of candidates' Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
  • An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
  • CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
