Job Summary / Objective :
The Professional Development and Learning Manager is responsible for assessing, designing, and conducting training and organizational development programs to enhance the skills and knowledge of Emergency Communications Center co-workers. Collaborating with agency leadership, this role identifies growth opportunities and refines professional development training programs, ensuring alignment with the agency's mission, goals, and values. The manager applies motivational skills and techniques to encourage positive achievements, with key responsibilities including supervising and supporting new coworkers during on-the-job training (including tethered call-taking and mentoring phases), supporting Communication Training Officers, and coordinating new learning opportunities for experienced co-workers. The incumbent is expected to demonstrate proficiency in, and knowledge of, industry standards such as CALEA, APCO, NENA, and IAED. Additionally, participates in and / or leads regional, state, or national standards review and development efforts for Public Safety Communications.
Essential Functions :
- Establishes and maintains professional development training program;
- Develops and integrates cultural competency in instructional materials and teaching methods, ensuring that the professional development programs respect and address the diverse backgrounds and perspectives of both co-workers and the communities served by the agency;
- Assists with the development of an education, training and development model and determines learning needs aligned with the agency’s values;
- Develops custom training and prepares job aids as learning resources;
- Conducts comprehensive professional development training needs assessment and analysis;
- Prioritizes education, training, and development goals based on assessed needs, impact, and available resources;
- Evaluates and measures the effectiveness of external trainings and course offerings;
- Assists with the scheduling and coordination of professional development training;
- Develops tools, processes, and procedures to support various learning initiatives and records maintenance;
- Ensures all trainings and certifications are up to date and tracked electronically;
- Conducts research, collects data, and writes reports to support the quality of organizational and professional development training;
- Reviews all trainee OJT evaluations and makes recommendations for release or termination;
- Reviews standard operating procedures on routine basis and provides suggestions for necessary changes or revisions;
- Conducts meetings with communications training officers (CTOs), and other coworkers as needed;
- Supports and develops CTO program;
- Consults with and serves as an advisor to the classroom academy as needed;
- Monitors and ensures compliance with applicable industry training standards and required certifications (e.g. DCJS, CALEA, APCO, NENA, and IAED);
- Manages recertification, professional development and continuing education for communications center personnel;
- Prepares and submits periodic reports on training program;
- Fosters good working relationships with other public safety agencies;
- Looks for opportunities for their own professional development to enhance managed programs;
- Assist with floor operations as needed;
- Performs other related duties as assigned.

Salary Range :
The hiring range for this position is 88,570 - $108,252 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education / training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
