Engineering Inspector II
Performs responsible field-inspection work in support of County Erosion and Sediment Control (ESC) and Stormwater Management (SWM) programs.
Essential Functions:
- Interpret technical plans and specifications and performs field inspections to determine conformance with the County Water Protection Ordinance and specific project design criteria.
- Attend and coordinate job meetings with contractors, developers, engineers, and the general public, as needed.
- Perform and maintain written reports of all inspections.
- Report verbally significant problems promptly to supervisor.
- Enforce Water Protection Ordinance (Code Chapter 17).
- Meet with contractors, developers, and engineers to evaluate and discuss field construction issues.
- Responds to citizen inquiries related to assigned active construction sites.
Education and Experience

Education:
- Any combination of education and experience equivalent to graduation from high school (or related field such as earth sciences).

Experience:
- Minimum of three or more years of experience in construction.

Credentials:
- Virginia Department of Environmental Quality (DEQ) ESC Inspector Certification within 1 year of hire required.
- DEQ ESC Plan Review preferred desired.
- Special requirements: Possession of a valid appropriate driver's permit license issued by the Commonwealth of Virginia.
Knowledge, Skills and Abilities

Knowledge required:
- Basic knowledge of terminology, practices and techniques of erosion and sediment control and stormwater management design standards and specifications.
- Knowledge of road, drainage and grading design and construction practices.
- Some knowledge of soils mapping, types and engineering properties and practices as related to road, drainage, and erosion control projects.
- General knowledge of and maintain effective working relationships with County officials and the general public.

Skills required:
- Work effectively with contractors, engineers, and the general public to resolve conflicts.
- Working knowledge of computers, tablets, Microsoft Office Suite tools, and other tools essential to the effective performance of this position.

Abilities required:
- Ability to maintain effective professional relationships with contractors, developers, and the general public.
- Effectively read and interpret construction documents, including ESC plans, Stormwater Pollution Prevention Plans, Pollution Prevention Plans, and SWM plans.
- Effectively enforce program VSMP/VESCP program inspection requirements.

Physical conditions:
- Work frequently requires physical tasks, including bending, stooping, lifting and carrying items weighing up to 50 pounds, with occasional handling of items weighing over 100 pounds.
- Work environment routinely exposes employee to potential major injuries, adverse weather with occasional exposures to hazardous substances.
- Ability to traverse difficult terrain, and maneuver within heavy construction zones.

THE SALARY RANGE
The hiring range for position is $21.82 - $28.70 per hour (approx. $45,402 - $59,704 per year) . Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy,?§P-60.
