General Statement of Duties

The primary purpose of the Animal Control Officer is to enforce state and local rabies/animal control laws, foremost is the enforcement of Public Health General Statutes on Rabies Control. This officer is responsible for ensuring that all dogs, cats and ferrets over the age of four months are vaccinated against rabies and the investigation of bites. This employee takes calls, complaints, and requests from the public concerning stray and unwanted dogs and cats, picking up stray animals as requested. Animals are transported to the Anson County Animal Shelter where the officer is responsible for the cleaning of the shelter and for feeding, watering and caring for the animals. The animals are evaluation on a case-by-case basis to determine outcome. Records on all animals handled must be maintained by the ACO. 


Knowledge, Skills and Abilities

This position requires much physical effort in capturing stray/unwanted dogs and cats and lifting the animals onto the truck for transport. Hostile animals may require more physical effort in the attempts to capture and impound. There is much loading and unloading animals to and from the truck. Cleaning and maintaining the shelter requires physical effort, including moving fixtures, maintaining the yard, etc. Transporting and setting traps requires lifting, setting and moving traps – both empty and full. 

This position requires spending much time driving county-wide. The officer may be exposed to hazardous conditions, including weather, difficult terrain, insects and animals while investigating complaints and impounding animals. Time is also spent in an office setting, as well as in the animal shelter. 


This position requires daily contact with the public. Not only does the Animal Control Officer have contact with animal owners, he/she must communicate with office staff, law enforcement, veterinarians, animal advocates, bite victims, state employees in the Veterinary Services Branch, the State Laboratory of Public Health, etc. This employee must have the ability to establish and maintain effective relationships with the public. 


• Knowledge of County and State laws relating to public health rabies/animal control 

• Knowledge of methods of capturing animals 

• Knowledge of animal diseases and their symptoms

• Knowledge of county geography and the location of roads and streets

• Skills in the use of assigned equipment

• Skills in writing and math

• Ability to maintain accurate records

• Ability to deal courteously but firmly with the public

Requirements


Qualifications

Graduation from high school and one year of experience as an animal control officer, security officer, or related law enforcement role; or an equivalent combination of training and experience. Successful applicant will be required to complete additional training to achieve Animal Control Officer certification levels. 


Special Requirement

The shelter is a 7 day-a-week operation that will require weekend, holiday and variable shift hours to be worked by all staff members. Normal working hours are Monday through Friday, 8:30 am - 5:00 pm; however, any work-related situation or public health emergency will require work hours as necessary.  Pre-employment drug testing and criminal background check required.
