POSITION SUMMARY:
The Financial Technician is responsible for tracking, monitoring, documenting, and reporting all financial activity of the department. This includes expenses incurred, revenue realized, and awarded grant funds. The Financial Technician manages the payroll reporting process for all department employees and is the primary point of contact for the county’s Payroll team. Additionally, this position collaborates with the department’s Administrative Assistant to manage budget forecasting and planning.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Tracks, monitors, and documents department expenses related to:
- Expenses that are eligible through State 911 fee funding
- Expenses that are ineligible through State 911 fee funding
- Capital/General Fund expenses
- Evaluates departmental performance against budgets and identifies necessary changes to specific budget lines.
- Tracks, monitors, and documents department revenue related to:
- Transfer of revenue to the General Fund
- Cash flow tracking as related to the revenue
- Tracking and reconciliation of all State 911 fee revenue
- Monitors grant fund activity and provides reports as necessary and required by the funding entity.
- Prepares a monthly budget analysis and other activity reports for the Emergency Communications Director that analyze expenditures and revenue, and provide a budgetary forecast.
- Develops monthly journal entries to balance department finances with revenue.
- Advises the Emergency Communications Director of potential fiscal issues and proposes mitigation recommendations.
- Assists with preparation of annual funding reports, annual fiscal reports, annual reconciliations, and scheduled audits as mandated by the State 911 program.
- Must possess or develop a comprehensive understanding of the laws that govern 911 in Pennsylvania, specifically focusing on revenue and the applicable uses for the revenue received for 911 by the County.
- Assists in the preparation of the department budget and maintains various budget files.
- Assists in the accounting efforts, including receiving, tracking, and monitoring invoices.
- Assists with purchase requisitions as needed.
- Responsible for the entry of payroll records into the timekeeping system.
- Communicates directly with the County Payroll team regarding payroll and timekeeping matters.
- Monitors employee attendance matters and reports potential attendance patterns that may require management level attention.
- Develops a comprehensive understanding of established bargaining unit contractual language regarding payroll and attendance topics.
- Communicates directly with department employees on matters regarding timekeeping and attendance specific to that employee.
- Performs similar or related duties as assigned.

- Associate’s Degree or four years of relevant experience and training.
- Budget experience required. Experience managing complex budgetary situations with limited supervisor preferred.
- Experience with spreadsheet creation, word processing, and database applications.
