POSITION SUMMARY:
The County of Bucks seeks a motivated, knowledgeable and engaged leader to guide work at the Area Agency of Aging. Responsible for the planning and administration of a comprehensive array of services and supports for older adults within the County’s designated planning and service area. Responsible for all forms of public outreach and efforts related to increasing awareness and knowledge of the Agency. Supervises the direct work of Deputy Directors and Administrative Assistant. Responsibilities include oversight and administration of the Administration and Finance, Long Term Care, and Public Affairs Units.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Plans, organizes, and directs comprehensive social and human service programs for older adults that focuses on meeting the needs of the community and person-centered practice while maintaining or surpassing regulatory requirements.
- Develops and administers the Agency’s annual state and local budgets.
- Establishes and enforces program policies and operating procedures.
- Develops a network of multi service Community Senior Centers to support and strengthen individual and family wellness, promotes the social, mental and physical well-being of older adults, and supervises the Agency’s liaison to the Centers.
- Ensures a vast array of community-based long-term services and supports advocacy and protection services are available to older adults.
- Plans for the provision of technical assistance to the Agency’s contracted service providers in the planning and service area.
- Educates the public, elected officials, the Agency Advisory Council, and other stakeholders related to the rights, benefits, and issues that impact older adults.
- Collaborate with stakeholders to share resources and expand the availability of consumer services and support.
- Serves as an effective and visible advocate regarding the interests of older adults according to Older Americans Act mandates.
- Ensure administrative, fiscal, and program operations are performed according to federal, state, and local agreements, policies and procedures.
- Works in concert with all other Bucks County Departments to strengthen the delivery of service and improve program outcomes.
- Participates in strategic planning meetings and ongoing efforts with other Department Directors within the Division of Human Services. Adheres to Bucks County Division of Human Service “Mission, Vision, and Values” to align the Agency’s short and long-term goals and objectives.
- Directs the development of grant applications for federal/state funds and/or local financial resources to improve existing services or initiate new services.
- Supervises professional, technical and clerical staff.
- Monitors performance of the agency and staff and seek improvements based on data and information.
- Directs staff responsible for press releases, promotional information and materials and Agency Newsletter.
- Oversees preparation of reports and other required documentation.
- Performs related work as required.
QUALIFICATIONS REQUIRED:

Minimum Experience and Training Requirements: Two years of experience as a Deputy Administrator at an equivalent level or Eight years of progressively responsible professional experience in the field of Social Services, which includes three years of supervisory experience and three years of budget and general management experience; and a bachelor's degree which includes or is supplemented by 12 semester hours credit in sociology, social welfare, psychology, gerontology, or other related social science; or any equivalent combination of experience and training which includes 12 semester hours credit in sociology, social welfare, psychology, gerontology or other related social science. A master's degree in Social Work or the Social Sciences (sociology, psychology, social welfare, or gerontology) is preferred and may be substituted for one year of the general experience.
- Knowledge of principles of public administration.
- Knowledge of principles, practices, objectives of advocacy, and social service programs.
- Knowledge of fiscal and programmatic principles and practices.
- Knowledge and experience in issues of local, state and national legislative issues and governmental operations.
- Previous experience and knowledge of Senior Citizen Centers, Nutrition Programs, and Volunteer Programs.
- Must have excellent communications skills to express ideas orally and in writing.
- Ability to gather and analyze data and information and apply sound judgement in arriving at appropriate conclusions.
- Able to work independently as well as part of a team-oriented environment.
