The Business Manager, is responsible for ensuring an efficient and smooth business operation within the Department of Parks and Recreation. This includes completing technical bookkeeping, clerical, and workflow assignments, and providing leadership to daily business services to include a combination of accounts receivable, accounts payable, daily deposits and cash receipts, and contract and project compliance. The Bucks County Park system is the 3rd largest County-owned Park system in the state of Pennsylvania, encompassing 9,000 acres of parkland, trails, lakes, and streams. The department oversees parks, open space, recreation facilities, environmental education centers and historic resources.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Supervises all administrative staff.
Manages daily revenue reconciliation, inputs data between software systems, and maintains accurate records of all cash handling operations throughout the department.
Manage month-end processes including, but not limited to, monthly budget analysis, data entry, data review, correction of edits, and monthly reports.
Performs all duties related to accounts receivable, billing, adjustments/refunds, and reconciliations. Assists Executive Director with preparation of annual budget and year end reporting.
Acts as Department Civic Rec Administrator
Management of Department Human Resource processes.
Develop, implement, and review department fiscal policies and procedures in accordance with County, State, and National guidelines.
Researches and analyzes the nature, effect, and results of revenues, expenses, trends, and changes to department operations.
Provide support for grant award applications, and post award tracking and reporting. Assist Executive Director with project management functions.
Manage Department Parking Ticket system.
Serve as a liaison with the Controller, Purchasing, and Finance. Performs related duties as required.
QUALIFICATIONS REQUIRED:

Associate's degree in business or accounting preferred or similar related supervisory/business or accounting experience.
5-7 years' experience in fiscal management )government experience a plus).
