POSITION SUMMARY:
As a member of the Commissioners’ senior management team, the General Services Director of Operations is responsible for the overall direction, coordination, and management of all departments in the General Services Division which includes: Asset Management/County Properties, Capital Projects, Facilities Maintenance, Bridges, Parks and Recreation. The Director is also responsible for development and oversight of the County’s infrastructure program for County assets, facilities, parks, bridges, flood control dams and subsequent maintenance and operation through the General Service’s management team and skilled labor workforce.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Develops and leads strategic direction for the General Services Division as well as prepares and implements the overall County capital plan for facilities, properties, dams, and bridges. Oversight and management of General Services Division finances including operations, assets (properties and vehicles), capital projects, parks, and bridges ranging from $75 - $100million.
- Management of General Services Division workforce ensuring adequate staffing and training for the successful completion of the division/department mission. Oversight of interview and hiring process and performance evaluations in compliance with the County’s Human Resources Policies and Procedures and its diversity and inclusion initiatives. Management of employee grievance process and participation in union negotiations through the County’s Human Resources Department.
- Oversight and management of General Service’s projects and contracts, coordinating activity between General Services, County Divisions, Departments, Offices and municipal, state, federal, and community stakeholders ensuring projects are completed within established deadlines.
- Coordinates architectural, construction and reconstruction of all County physical facilities including bridges. Responsible for programming, planning, permitting, and execution of approved capital projects including review of design drawings and construction management/administration of the final project. Includes oversight and development of bid specifications for all projects.
- Responsible for grant application preparation and management to federal and state funding agency sources as well as subsequent grant monitoring and compliance.
- Oversees and works closely with the General Services Division, other County divisions, departments, and offices for daily continuity of operations.
- Monitoring of regulatory requirements for public facilities to maintain safe and healthy environmental conditions for buildings.
- Responsible for oversight and management of county flood control dams and associated emergency action plans.
- Responsible for coordination and production of documents for General Services department open records requests through the County’s Law Department.
- Prepares reports for Chief Operating Officer and Commissioners and attends Commissioners’ public meetings as directed.
- Responds to constituent inquires and concerns as directed.
- Attends meetings and speaking engagements as requested.
- Performs other duties that may be required or authorized by the Chief Operating Officer.
QUALIFICATIONS REQUIRED:

- Bachelor’s Degree from an accredited college or university with coursework in civil engineering, drafting, public administration or a related field or significant equivalent experience. Extensive intergovernmental relations are highly desirable. Minimum 7 years managing similar scope of operations for a public or private entity.
- Ability to problem solve, communicate clearly and concisely, both orally and in writing.
- Possess skills in financial accounting, business operations, organization and management necessary to analyze, evaluate, coordinate and control a variety of programs, practices and systems.
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, blueprints, technical drawings, development plans, etc.
- Ability to write reports and business correspondence and effectively present information and respond to questions from groups of managers, clients, contractors, and the general public.
- Ability to prepare written plans and specifications for public bid documents for use on small scale projects or service contracts to support projects, maintenance, and operations.
- Interpret and apply federal, state and local policies, laws and regulations.
- Proficient in use of Microsoft Office Suite programs (Word, Excel, Publisher, Outlook, PowerPoint, etc.) and Adobe Acrobat.
