POSITION SUMMARY:
Work closely with department directors/managers to navigate and implement County procedures, submit required documentation, and oversee project completion within established timeframes. Acquires the procedural knowledge to serve as the department liaison to various County offices and decision-makers when needed.
This position will be funded through December 2026, the position will be funded through the American Rescue Plan Act (ARPA) funding. Employment after ARPA funding expires is contingent upon the availability of funding and/or program needs.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Performs similar or related duties as assigned/required.
- Navigate and adhere to the County policies while ensuring WIOA compliance.
- Maintain an operational understanding of logistics associated with County procedures within the following areas: purchasing, procurement processes, contracting requirements, resolution requests, and information technology transition of the PA CareerLink® Bucks County.
- Work with team members to collect data and other information for the preparation and submission of required documentation.
- Provide overall procedural guidance and technical assistance to staff for electronic submissions when needed.
- Support department directors/managers to create comprehensive action plans concerning resources, documentation, and timeframes for projects.
- Maintain timely correspondence with key County staff to keep workflow on track.
- Initiate tasks needed to fulfill interdepartmental requests.
- Manage project-related paperwork by ensuring all necessary materials are current, properly submitted for County approval, and accessible to staff members on SharePoint.
- Evaluate potential problems, troubleshoot obstacles, and propose solutions.
- Meet project deadlines.
- Follow up with any outstanding issues that interfere with project workflow.
- Track due dates, submissions, timelines, and communications related to interdepartmental project management.
- Report activities and progress to directors/managers.
- Help develop an annual calendar of anticipated projects.
- Accountable for daily preparation and submission of documentation requested by County offices.
- Meet with County staff to ensure adherence to procedures and implement accordingly within the department.
- Assist with fiscal and procurement monitoring accordance with federal and commonwealth requirements and bi-annual fiscal monitoring of the BCWED Fiscal Agent for Workforce Innovation and Opportunity Act (WIOA) and Temporary Assistance for Needy Families (TANF) funded programs.
- Ensure proper execution of sub-recipient and vendor contracts, including Individual Training Account (ITA) and On-the-Job Training (OJT) contractors.
- Execute sub-recipient and vendor contracts and all procurement activities.
- Maintenance of required documentation records and audit trails consistent with federal and state regulations, including the Department of Labor, Department of Public Welfare edicts, and the Financial Technical Assistance Guide.
- Assist with preparation of expenses, invoices, and supportive services requests for payments.
- Assist with other general, accounting, and/or payroll duties as necessary for departmental and program performance objectives and/or necessary to impact the daily operations of the company and the achievement of grant-funded imposed performance outcomes.
- Assist with investigation and correction as needed any financial data and budget variances.
- Provide support to other staff for financial and non-financial assistance.
- Attend stakeholder meetings as needed.

QUALIFICATIONS REQUIRED:

- Bachelor’s Degree in a related field.
- 4 years of experience in a similar role.
- Experience interfacing with federal, state, and county entities.
- Ability to interpret and follow multi-step procedures for authorization processes.
- Extensive knowledge of Word, Excel, PowerPoint, and Adobe.
- Excellent analytical, time management, and problem-solving abilities.
- Excellent planning, prioritization, and interpersonal skills.
- Proven track record of project management.
- Proven experience meeting multiple project deadlines by setting priorities and hitting target dates.
- Proficient with entering and monitoring tracked information, coordinating requirements with team members, and contributing to project status reports at meetings.
- Experience working in a team environment with all levels of staff to complete projects.
- Demonstrated organizational skills to track and share work progress and action items using a variety of tools.
- Attention to detail even under pressure.
- Ability to prioritize work schedule to meet project deadlines and demands.
