What are the responsibilities and job description for the Assistant Deputy Director for Safety and Security position at County of Chester?
Lead a team of full-time and part-time safety and security professionals to ensure and provide for the safety and protection of County of Chester employees, visitors, and assets. Plan, organize, direct, evaluate, and report on all personnel and operations involved in the safety and security functions at monitored County facilities – including, but not limited to County’s Continuity of Operations (COOP) program, safety & security related emergency notification systems, county fire and lockdown drills, and associated safety and security equipment.
This position requires availability 24 hours a day, seven days a week, 365 days a year.
This is an Essential Employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the Duty Statement for Essential Employees:
"Carries out essential job functions or assigned emergency duties which may involve assignments within the Emergency Operations Center, deployment to a field location to participate in emergency management activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks".
- Provide leadership and guidance for Security Supervisors to ensure uninterrupted, high-quality service.
- Assist the Deputy Director for Law Enforcement Services with ensuring that Safety and Security
- In coordination with the Deputy Director for Law Enforcement Services communicate with the Director of Emergency Services on operational, administrative, support, training, and strategic planning on a routine basis in the absence of the Deputy Director for Law Enforcement Services.
- Serve as designee for Deputy Director for Law Enforcement Services in their absence.
- Conduct threat, risk, and vulnerability assessments of county facilities, conduct security assessments for county departments, and provide/maintain detailed reports with recommendations for improvement.
- Assist and provide guidance to county departments for the purpose of implementing improved security controls and procedures that could include preplanned and special events.
- Respond to requests by county officials to address and support safety/security related issues and liaison with community members, employees, and/or the appropriate law enforcement agencies when necessary.
- Intermittently perform unannounced visits to operators/supervisors in the field at varying hours.
- Analyze/Monitor extraordinary LE incidents in progress to prepare DES on potential
- Involvement.
- Work closely and effectively with outside with outside agencies for the handling of large-scale public safety events.
- Assist with the development of county active threat, evacuation and relocation procedures.
- Develop, train and exercise emergency plans.
- Maintain management of the County’s building and facility surveillance systems.
- Provide safety and security assistance during the employee termination process when needed.
- Provide safety and security information to new county employees at new employee orientation.
- Manage safety and security schedules.
- Manage and provide direction for county building access and identification program.
- Assist with the testing, training, and exercising of the County’s Continuity of Operations (COOP) program.
- Manage safety and security-related notification systems.
- Maintain all Automated External Defibrillators (AEDs), Naloxone kits and Stop the Bleed Kits.
- Manage County fire, active threat, evacuation and relocation plans.
- Liaison with County Security Committee.
- Liaison with Sheriff’s Office and President Judge of Court and building security.
- Analyze situations and provide recommendations (e.g., staffing, resource utilization, and personnel issues).
- Analyze trends and provide recommendations to improve overall safety and security.
- Provide consistent guidance, training, and discipline for staff.
- Coordinate day-to-day training and continuing education of county staff on safety, security and building emergency procedures.
- Liaison and interface with local emergency services that respond to county facilities for emergencies.
- Ensure the security, safety, and well-being of all personnel, visitors, assets, and the premises.
- Provide excellent customer service.
- Ensure compliance with local, state, and federal regulations.
- Immediately respond to emergencies to provide necessary assistance and coordination to employees, visitors and emergency responders.
- Provide for the protection of the County’s assets relative to theft, assault, fire, and other safety risks.
- Maintain a favorable image to the public, county employees and stakeholders.

- Assist in the Emergency Operations Center (EOC) during drills and emergency activations.
- Perform other duties, tasks, and special projects, as required.
- Bachelor’s degree in criminal justice, public safety, or related field, five or more years of experience in a law enforcement, corrections, or the security profession including three years in a managerial or supervisory role
- Strong leadership and management skills.
- All DES employees must successfully complete the following FEMA course within 6 months of hire:
- IS100 – Introduction to the Incident Command System
- IS200 – ICS for Single Resources and Initial Action Incidents
- IS700– National Incident Management System, An Introduction
- IS800 – National Response Framework, An Introduction
- IS2200 – Basic Emergency Operations Center Functions
- Ability to exercise sound judgement and coordinate resolutions to critical situations under all conditions.
- Ability to interface effectively with all levels of county government, public safety agencies, and stakeholders.
- Strong organizational and time management skills
- General understanding of Human Resource guidelines (FMLA, FLSA, employment guidelines, etc.).
- Certified in First Aid and CPR, and AED.
- Trauma/bleeding management training (ex.; Stop the Bleed).
- Criminal Justice Information System (CJIS) Security Training.

Preferred Skills, Knowledge & Experience:
- Master’s degree in public safety, communications, or related field.
- Six or more years of job-related experience, strongest preference for supervisory experience in a law enforcement, corrections, or security field.
- Pennsylvania Emergency Management Agency Professional Certification
- Strong working knowledge and understanding of the County of Chester and the Department of Emergency Services policies, procedures, and guidelines.
- Strong working knowledge and understanding of the Department of Emergency Services’ mission, vision, values, and goals.
- Strong working knowledge of Chester County public safety agencies, their mission, vision, and goals as well as strengths, weaknesses, opportunities, and threats.

While performing the duties of this position, the employee is required to stand for long periods of time, walk, work with machinery and talk or hear. At times the employee will need to sit; bend, twist or rotate at the waist; kneel, stoop, crouch or squat; climb stairs; lift items weighing up to 50 pounds; push and carry items, walk to remote locations for security checks, check personnel and security on various floors, work with an uncommon level of noise; and taste or smell.
