Summary

The Program Specialist coordinates, implements, analyzes, evaluates, monitors and coordinates a number of ancillary programs and services within the department. These programs, services and duties are specialized as per the client goals specific to the service unit.

This job requires the following documents to be obtained, reviewed as acceptable by the supervisor and re-obtained every five years : PA Child Abuse, PA Criminal History and FBI Criminal History.

A person in this position is expected to demonstrate the System of Care Practice Model which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.

Essential Duties

Essential Duties, Tasks and Accountabilities :

  • Plan, develop and implement program
  • Monitor, analyze and evaluate results of program effectiveness
  • Advice on program problems and objectives
  • Recommend programmatic change related to program goals and objectives
  • Act as liaison to service providers
  • Provide information / training / support to department staff regarding access to program services
  • Ability to collect, analyze and interpret data
  • Provide program liaison function to identified contracted provider agencies or programs to include

participation in contract development meetings, referral and discharge process oversight, problem-solving issues with providers and ensuring communication between department and provider staff, monthly invoice

reviews, schedule and or participate in regular meetings with provider agencies, arranging monitoring

visits and writing related reports, enter monitoring information in database system.

  • Create or participate in Request for Proposal processes or grant proposal writing as needed
  • Oversee or conduct the Random Moment Time Survey program.
  • Organize and provide training to provider agency staff.
  • Collect information / data to complete quarterly reports to State and County
  • Respond to requests for Closed Records as per department protocol
  • Assist with the development of the annual Needs Based Budget including but not limited to scheduling and conducting meetings, interfacing with other key stakeholders and agency staff, researching potential programs, writing narrative sections and any other tasks needed to complete the budget development and submission process
  • Perform other duties as assigned.
  • Qualifications / Preferred Skills, Knowledge & Experience

    Minimum Requirements :

  • Bachelor's in Social Work; or Bachelor's in the Social Sciences; or Bachelor's with 12 credits in the Social Science.All to include one year of paid Social Services experience.
  • Degree must be from an accredited college or university.
  • Social Work is defined as providing services to families to help them attain a more satisfactory social, economic, mental or physical adjustment to their environment.Interviewing, clients to obtain social histories, providing comprehensive information about agency programs / services, determine eligibility for services, provide information and referral, navigate systems and negotiate / advocate for services and formulate / implement plans for change.
  • Must be willing to travel.
  • A valid drivers license is required.
  • Preferred Skills, Knowledge & Experience :

  • Master's degree in Social Work
  • Two years of professional paid experience in public or private social work
  • Child welfare experience
  • Experience (paid) working with children and families
  • Skilled facilitator.
  • Completion of the State Caseworker Certification Program.
  • Ability to carry tasks to completion.
  • Ability to multi-task.
  • Strong professional ethics.
  • Ability to follow office protocol.
  • Ability to remain focused on daily operations.
  • Exhibits sound and accurate judgment.
  • Excellent customer service skills.
  • Ability to work as part of a team.
  • Flexibility.
  • General knowledge and understanding of County of Chester policies and procedures.

    Relevant background checks, clearances, physicals, drug tests, and any other assessments or evaluations will be conducted after an offer of employment is given per County policy.
