The Finance Director has overall responsibility for the financial operations of Chester County’s HealthChoices managed Medicaid program. Including all internal finance oversight of the contractual obligations of PA Department of Human Services HealthChoices contract and the Chester County contract with our selected Behavioral Health Managed Care Organization (BH MCO)

Work Environment:
- Prepare monthly and quarterly financial reports for the PA Department of Human Services.
- Oversee and prepare the department’s yearly audit.
- Analyze and report financial information to the Behavioral Health management team.
- Assist actuaries with the development of rates and program budgets.
- Coordinate, clarify and collect information requested by the PA Department of Human Services
- Oversee the County’s and program’s day-to-day financial management.
- Serve as the fraud and abuse coordinator.
- Monitor Managed Care Organization (MCO) compliance with the Request for Proposal (RFP), Readiness Assessment Instrument (RAI) and Department of Insurance (DOI).
- Facilitate monthly operations meetings with MCO and follow-up on items.
- Develop and maintain the County’s budget.
- Process contracts.
- Monitor the MCO’s financial position and equity review.
- Member of the Complaints and Grievances Panel.
- Perform other duties, tasks and special projects, as required.
- Master’s degree from an accredited college or university,or equivalent combination of education and experience.
- Two years of job-related experience.
- Strong working knowledge of Governmental Accounting.
- Strong working knowledge of Governmental Best Financial practices.
- Strong working knowledge of Financial Analysis.
- Flexible, with an ability to carry multiple tasks to completion
- Strong verbal and written communication skills.
- Accurate and detail oriented with strong organizational and time management skills.
- Ability to establish priorities, then coordinate and direct work assignments.
- Strong working knowledge of budgets, spreadsheets and interpreting audits.
- Ability to balance team and individual responsibilities.
- Strong customer service skills, with an ability to handle and resolve recurring problems.
- Advanced financial analysis skills including strong analytical and problem-solving skills.
- Ability to work independently and as part of a team to complete objectives.
- Ability to manage workload to meet critical deadlines and unexpected changes in the organization’s priorities.
- Intermediate to advanced math and accounting knowledge.
- Strong technical knowledge of government accounting standards.
- Strong professional ethics, honesty, and integrity with an ability to follow protocol
- Able to use common sense understanding to carry out written or verbal instructions.
- Master’s degree from an accredited college or universityin Business or Finance.
- Certified Public Accountant.
- Five years of managerial experience.
- Two years of health care experience.
- Two years of human services experience.
- General knowledge and understanding of County of Chester policies and procedures.

- Intermediate to Advance Office Suite Skills, (Word, Excel, PowerPoint, and Explorer)
- Basic to Intermediate OutLook skills (Email and Calendar)
