A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.
This job requires the following documents to be obtained, reviewed as acceptable by the supervisor and re-obtained every five years: PA Child Abuse, PA Criminal History and FBI Criminal History.

On rare occasions, the employee will need to reach or work with arms above shoulders; bend, twist or rotate at the waist; climb or work on ladders; and drive a vehicle during working hours.

- Organize the work detail amongst all Youth Center Officers
- Actively assist in initiating all programs and job duties as set forth by the administration.
- Provide residential supervision (interact with residents during their activities, such as teaching, therapy, recreational and meal periods).
- Provide staff supervision and motivation.
- Ability to inspire Youth Center Officers to maximize their efforts and individual productivity.
- Provide support and ensure that residents' special needs are met.
- Maintain and update records and reports as required.
- Provide professional documentation (personnel evaluations, shift performance assessments, admission and release records, behavior summaries, and medical records).
- Always maintain a professional public image.
- Perform other duties, tasks and special projects, as required.
- Responsible for the quality of care administered to youths by the Youth Center Officers.
- Ensures the staff as well as residents adhere to all policies and procedures of the facility.
- Responsible for the training of new Youth Center Officers on units.
- Maintains and enforces mandated ratios being met as outlined by state regulations.
- Associate degree or 60 credit hours from an accredited college or university and at least 3 years work experience with children in a school, camp or related setting.
- A valid driver's license.
Preferred Skills, Knowledge & Experience:
- Bachelor's degree from an accredited college or university and at least 1 year work experience with children in a school, camp or related setting.
- Working knowledge of the Pennsylvania State Child Protective Services Act, the Juvenile Act and Title 55-3800 regulations.
- Current working knowledge of the Juvenile Act.
- General knowledge of the County of Chester's policies and procedures.
- Safe Crisis Management certified.
- Certified in CPR and First Aid.
- Strong verbal and written communication skills.
- Ability to handle and resolve recurring problems.
- Ability to work extended hours, as needed.
- Strong professional ethics.
Relevant background checks, clearances, physicals, drug tests, and any other assessments or evaluations will be conducted after an offer of employment is given per County policy.
