Job Summary
The purpose of this position is to ensure that construction involving commercial and residential buildings in the County comply with the Virginia Uniform Statewide Building Code.
Job Functions
ESSENTIAL JOB FUNCTIONS
- Reviews building plans for new construction, additions, remodeling, etc. for both commercial and residential buildings and ensures compliance with the applicable building codes, including compliance with the USBC for electrical, plumbing, HVAC, fire protection accessibility, sprinkler and/or gas systems
- Reviews plans for compliance with applicable codes; or denies permit and identifies noncompliance and needed corrective action
- Approves corrective action and plan finals
- Writes letters to contractors and architects regarding plan review. Letters identify compliance or deficiencies and necessary corrective action
- Responds to questions or requests for information from the general public, property owners, contractors, developers and other citizens.
- Adheres to all established safety and housekeeping standards, to include regulatory entities. Ensures such standards are not violated
NON-ESSENTIAL JOB FUNCTIONS
- Performs a variety of clerical and administrative functions in support of assigned duties; filing, answering phones, preparing correspondence, etc.
- Attends seminars, workshops, and classes to keep abreast of Code changes and of developments, trends and new construction techniques in the field
- Performs related duties as directed
Qualifications
Education and Experience:
Education and experience equivalent to a high school diploma, technical/vocational training, 3 years of experience in plans review or possession of a DHCD/ICC plan review certification, construction work or inspections; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
Special Qualifications:
Must possess satisfactory results of a criminal history background check.
Certification as required by the Virginia Department of Housing and Community Development must be obtained within 18 months of appointment.
Possession of a valid Virginia driver's license.
Knowledge, Skills, and Abilities:
- Requires the ability to evaluate, audit, deduce, and/or assess data and/or information using established criteria. Includes exercise of discretion in determining actual or probable consequences, and in referencing such evaluation to identify and select alternatives
- Proficient use of computer programs, email, calendar and light data entry
- Requires the ability to apply principles of persuasion and/or influence
- Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions
- Requires the ability to utilize a variety of advisory and design data and information, such as building codes, USBC, VCC, VRC, NEC, and other technical construction and reference materials
- Requires the ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations
- Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives
- Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable
- Is able to interpret construction drawings, diagrams, specifications and codes

PHYSICAL DEMANDS
Tasks involve the ability to exert moderate, though not constant, physical effort typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Some tasks require visual perception, discrimination of color and shades of colors, sounds and odors. Some tasks require oral communications ability.
WORK ENVIRONMENT
Tasks may involve exposure to traffic hazards, dust, fumes, dirt, and vibrations.
