What are the responsibilities and job description for the Public Utility Director position at County of Dare?
Performs complex professional and administrative work planning and supervising the operations of the Department, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department.
- Plans, organizes, and directs the operations of the department.
- Manages annual budgets for water treatment facilities and controls allocations once approved.
- Established and maintains various reports to County and State regulatory agencies.
- Manages Capital Improvement and Construction Projects.
- Reviews purchasing documents and practices for major equipment and contracted services with staff.
- Manages hiring, promotion, training, and discipline of staff.
- Participates in plan review of connections to water system.
- Ensures safety programs are compliant and administered properly.
- Performs other assigned duties.
- Comprehensive knowledge of the principles and practices of civil and sanitary engineering.
- Comprehensive knowledge of municipal public utilities administration, planning and design.
- Thorough knowledge of the installation and maintenance of water/sewer lines and water and wastewater treatment plants.
- General knowledge of the machines, tools, equipment, and materials used in operation, maintenance and repair of water, sewer, and wastewater systems.
- Ability to review and analyze plans and specifications for the construction of public utilities facilities.
- Ability to formulate comprehensive operational policies and procedures.
- Ability to prepare technical reports.
- Ability to communicate effectively, both orally and in writing.
- Ability to supervise the work of a large staff.
- Ability to establish and maintain effective working relationships with elected officials, associates, contractors, vendors, regulatory agencies, engineers, developers, and the public.
- Bachelor’s degree or equivalent.
- Seven to ten (7-10) years of experience in a related field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Valid driver's license.
- A Well and A Distribution operator’s license within two years of hire.
- Cross-Connection certification within two years of hire.
Salary : $112,963 - $180,740
