This position is exempt under the overtime provisions of the FLSA.Under administrative direction of the Board of Supervisors and the State Director of Child Support Services is responsible for organizing, supervising, and directing the operations of the county child support services and its staff within state and federal laws and regulations.
EXAMPLE OF DUTIES
Directs staff in the planning and coordination of the Countywide child support program, including establishment of paternity and court orders for child support, performance of enforcement activities, collections and distribution of child support to custodial parents and the investigation and referral of cases for criminal prosecution for willful non-payment of support.Directs the operations of a complex child support accounts receivable system, including state reporting requirements and related County accounting and budget systems.Oversees the development and ongoing operations of the department’s automation programs and systems coordinating with the State Department of Child Support Services and other governmental agencies for the development, implementation and maintenance of a statewide interactive automated case management and tracking system.Oversees the development, revision and implementation of operational policies and procedures identifying areas for organizational improvement and efficiency to ensure program conformance to federal and state child support laws, regulation and court decisions.Participates in and oversees staff in the preparation and monitoring of the department and state budgets determining appropriate level of services, development of performance measures and analysis of services provided to ensure cost efficiency and adequate levels of services.Oversees the hiring of subordinate staff, establishes performance standards, evaluates and/or review staff performance, and take action on disciplinary matters.Performs related duties as required or directed.

Skills: Demonstrated leadership skills, preferable in a child support program.Knowledge of: Government programs at the federal, state or local level. Managing automation efforts including the direction of systems development, resource analysis and management, hardware and software inventory, maintenance and operational efforts. Current training models and techniques. Child support programs at the federal, state or local level, including the establishment, modification and enforcement of child support orders. Federal and state civil and criminal laws and regulations applicable to the delivery of child support services.Child support practices and procedures of the local courts. Ability to: Manage complex organizations, including goal setting, budget preparation and management, personnel supervision and long-term planning.Establish and maintain cooperative working relationships with diverse interest groups, other employers including advocacy and other governmental organizations and the general public.Understand, interpret and explain regulations and policies governing state and local agency programs and operations.Supervise and evaluate the performance and interaction of subordinate staff communicating effectively, the need for an efficient and effective service delivery program.Identify and analyze complex problems and to recommend and/or implement solutions that may include operational changes.Analyze and implement program mandates.Operate a keyboard, copier, facsimile machine and like equipment is required
