Delaware County, Department of Human Services, Deputy Director is responsible for carrying out a wide variety of assignments to provide assistance to the Delaware County, Department of Human Services Director in expediting the flow of administrative work throughout the Department.  In that capacity, under the general direction of the Delaware County Department of Human Services Director, the Deputy Director is responsible for the essential duties and responsibilities listed below. 

Assist in the administration of County of Delaware, Department of Human Services programs and services:  Adult and Family Services, Children & Youth Services, Drug and Alcohol, HealthChoices, Early Intervention, Intellectual and Developmental Disabilities, and Mental Health.  Additionally, assist in the administration of mandates and policies as set forth in the County, State and Federal legislation.

Coordination of administrative staff functions and activities to include: the coordination of intradepartmental projects, assigning areas of responsibility among varied staff, ensuring completion of various projects, facilitating positive working relationships among staff, developing information and the preparation of discussion papers on critical issues for the Department of Human Services Director, and the completion of a variety of other special projects as assigned. 

Participate in the development of recommendations concerning administrative policy and standards for the consideration of the Department Director.

Maintain records of administrative staff activities and the preparation of quarterly reports covering departmental activities.

Review and reply to correspondence with considerable latitude and composes letters for the signature of the Director when appropriate.   

Assist as liaison with representatives of other governmental agencies and public and private organizations; and represent the Department Director at assigned functions. 

Ensure internal staff training needs are met.

Managerial/administrative responsibility for special projects assigned by the Director to include the coordination and collaboration with key departmental staff regarding the accomplishment of matters daily.

Maintains current knowledge of laws and mandates. 

Participates in annual State review by the Department of Public Welfare or other departments of the Pennsylvania Commonwealth.

Participates, when necessary, with Federal, State and County audits or reviews.

Seeks technical assistance when deemed appropriate to improve service provision.

Reviews and consults in the development of agencies' budgets and monitors agency revenues and expenditures.

Submission of periodic written reports including, but not limited to, the analysis of budgets and service programs

Represents Human Services Director at various meetings, conferences, and public forums to articulate departmental policies, agenda actions, and program objectives.   Perform public speaking assignments to provide information on program objectives and accomplishments.

Serve as authorized departmental signatory as needed in Director’s absence.  

Assume managerial/administrative responsibility for special projects assigned by the Director, and for situations requiring immediate action and response.

Management of the Administrative Staff meeting agendas ensuring administrative staff are alerted to actions required of them and that actions are received timely, accurately and complete as well as ensuring that all agenda issues are sufficiently prepared in advance in order to facilitate discussion and decision making.

Perform all related duties as required.

Knowledge of the principles and practices of public administration.

Knowledge of the theory and modern techniques of governmental fiscal management, budgeting, personnel administration, and administrative analysis.

Knowledge of current social, economic, and health problems as well as available resources relating to community human services programs.

Knowledge of Federal and State regulations as they relate to all human services programs.  

Ability to exercise judgment and discretion in applying and interpreting departmental policies and procedures.

Ability to prepare professional reports of a complex nature and to write and speak effectively.

Ability to read, comprehend, and interpret complex legislative proposals, program evaluation reports, policy issuances, and related materials.

Ability to analyze, evaluate, and interpret complex data involving program plans and operations and make recommendations leading toward policy and method determination.

Ability to carry out assignments requiring the obtaining of facts, organization of material, evaluation of data obtained, and preparation of pertinent recommendations.

Ability to establish and maintain effective working relationships with local, State and Federal officials, community organizations, staff and the general public.

Five years of progressively responsible professional experience in varied office management or staff work in a public or private organization, including experience in financial management, contract administration and performance monitoring, three years of which were in an administrative or supervisory capacity in a social service program agency, and a bachelor’s degree.

Or

Three years of progressively responsible professional experience in varied office management or staff work in a public or private organization, including experience in financial management, contract administration and performance monitoring, two years of which were in an administrative or supervisory capacity in a social service program agency, and a master’s degree.

Or

Any equivalent combination of experience and training.

Salary : $150,000
