DEPARTMENT OF PLANNING & BUILDING
The County of El Dorado, Department of Planning & Building is spilt into providing two services; Building and Planning Services. Building services is responsible for permit processing, scheduling and conducting inspections, parcel data, and building codes and policies. Planning Services is responsible for accuracy and upholding building codes and regulations for land use and development, personal and commercial cannabis guidelines and regulations, update of zoning ordinances as well as has a Planning Commission that is the Board of Supervisor’s advisor on land use planning.
THE OPPORTUNITY
Development Technicians are used in multiple County Departments such as the Planning and Building Department and Environmental Management. These individuals review and process varied permit applications in one or more specialized land areas while ensuring compliance with County procedures and plan requirements.
The selected candidate will have the opportunity to:
- Receive, review, and issue building (commercial and residential), encroachment and grading, oversize loads, road closures, and/or underground tanks and land development plans and specifications for completeness and conformance to permit requirements; review specific forms, permit applications, waivers, affidavits, plans, and calculations for completeness and compliance with pertinent codes and regulations.
- Accept and log a variety of applications, and review for compliance with land use standards and regulations.
- Calculate square footage of the construction area or cubic yardage of grading area by measuring to scale.
- Calculate permit, plan check, map check, and similar fees; collect such fees and issue receipts.
- Perform parcel, permit, and zoning research, and/or permit history regarding parcel zoning, land use, and subdivision restrictions to the public, which may involve multiple County departments.
- Provide information to the public by telephone or at a public counter regarding County regulations and requirements, as well as applicable ordinances, regulations, requirements, and procedures related to the permitting and land development process; assist the public in completing and processing various permits.

Vacation Home Rental Unit:
The Planning & Building Department is seeking a professional, organized and team-oriented Development Technician to be a critical member of the County’s Vacation Home Rental Program. The ideal candidate must possess strong customer service skills and have the ability to multi-task to juggle multiple competing priorities throughout the day. Critical roles for the position include permit issuance and renewal, research, interdepartmental coordination, and assisting customers at the counter, on the phone and via email. This is a tremendous opportunity to join a high functioning dynamic team working on an important program for the County.
Building Division Permit Center:
The Planning & Building Department is seeking a professional, organized, and team-oriented Development Technician to join our Building Division Permit Center. This position involves a variety of tasks related to the permitting and development process, such as receiving and reviewing plans, calculating fees, and routing plans for review. The Development Technician will also conduct parcel and permit research for the public, provide guidance on construction and land development procedures, and assist customers with understanding and navigating department regulations, policies, and procedures. The ideal candidate will demonstrate excellent communication skills, attention to detail, and a strong commitment to customer service.

Development Technician I:
Equivalent to graduation from high school and two (2) years of general clerical administrative support or secretarial support experience.
Development Technician II:
Equivalent to graduation from high school and one (1) year of experience reviewing building, encroachment, and grading plans and/ or land development plans, and processing building permits and inspection reports at a level equivalent to the County's class of Development Technician I.

This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
