SOCIAL SERVICES DIVISION
The Health and Human Services Agency’s Social Services Division strives to improve the quality of life for the residents of El Dorado County. They help residents meet basic needs and ultimately become self-sufficient by offering the following services: CalFresh, CalWORKs, General Assistance and employment services. Social Services also provides both Adult and Children’s protective services.

THE OPPORTUNITY
The Social Worker III carries a complex and difficult caseload involving the determination of need for social services for individuals and families, for adults; perform assessments and eligibility determinations involving individualized case plans and application of casework methods; may serve as a lead worker over subordinate professional staff supporting an assigned program or function; provides comprehensive casework services of a tangible nature; and performs related duties as assigned.

The selected candidate will have the opportunity to:
  • Receive and respond to reports of suspected abuse, neglect, and exploitation; obtain information from reporters; personally investigate and assess situations to protect vulnerable adults, and recommend alternate placement (if applicable); may provide information to law enforcement or district attorneys; may be required to work on-call; may testify in court.
  • Perform case studies and evaluate individual and family case information to assess the safety of adults; determine appropriate types and methods of treatment.
  • Develop and carry out case plans for an assigned caseload; ensure all services are delivered in a respectful, culturally sensitive, and appropriate manner and in conformance with agency, state, and federal requirements; assist clients and family members to develop strategies to accomplish case plan goals.
  • Counsel or support clients with complex or specialized needs; provide crisis intervention.
  • Refer clients to other staff members or to community resources for direct and intensive services and specialized counseling; advocate on clients behalf for most appropriate services including enabling services.
  • Make a diagnosis of client problems and follow through with the social treatment plans with a high degree of independence.

THE IDEAL CANDIDATE
The Adult Protective Services Program (APS) serves older (65 years and older) and dependent adults (18 - 64 who are disabled), when these adults are unable to meet their own needs, or are victims of abuse, neglect or exploitation. APS works collaboratively with community partners including law enforcement and other first responders, hospitals and community service agencies and educates the public about reporting requirements and responsibilities under the Elder and Dependent Adult Abuse Reporting laws and brings greater awareness to the issues of abuse, neglect and exploitation.
The ideal Social Worker/candidate for this position will have a demonstrated history of and be committed to working with the older and dependent adult populations, particularly those who have been victims of abuse, neglect and/or exploitation. The ideal candidate will demonstrate the ability to work independently; as well as part of a small, close knit team. Excellent verbal and written communications skills are required. Seeking an experienced Social Worker (i.e. prior APS, Public Guardian or closely related experience) with comprehensive assessment skills with older and dependent adults, strong customer service skills, and experience working in a case management model where collaboration and customer service comes first. Home visits are required. On Call after hours shifts required on a rotating basis to ensure 24/7 availability.
Excellent written and verbal communication skills, organizational skills with a high degree of attention to detail a must. Key factors for success include being a "self-starter" that is able to work independently as well as on a team, who asks questions, make suggestions and knows when it is appropriate to take the initiative are valued attributes.

Human Resources will assess your application to determine if you are minimally qualified using the following recommendations:
Education and Experience:
One (1) year of full-time experience performing journey-level social work case management equivalent to the County's class of Social Worker II;

OR

Two (2) years of full-time journey-level social work case management experience in a public or private agency*; and Thirty (30) semester units or forty-five (45) quarter units from an accredited college or university, including fifteen (15) semester units or twenty-two and one half (22.5) quarter units in social welfare, social/human services, sociology, or other social or behavioral science.**

  • Qualifying social work case management includes direct case work management, such as: assessment, evaluation; conducting investigations of abuse, neglect, and exploitation; preparing court reports; responsibility for a long term caseload, monitoring compliance through home visits and other personal contact; collaboration with other agencies and linking clients to resources and programs; development of a case plan, modification of case plans as needed/required; and authority to impose sanctions or implement actions that impact services.

** Examples of acceptable social or behavioral science courses include: anthropology, criminal justice, ethnic studies, human development, human services, psychology, social welfare, and sociology.

Licenses and Certifications:
  • Possession of, or ability to obtain and maintain, a valid California or Nevada Driver's License and a satisfactory driving record.


In addition to these great opportunities, Social Worker III may be eligible for the following:
  • Employees residing in the Tahoe basin may be eligible to a Tahoe differential of up to $101.53, paid twenty-four (24) benefits pay periods and Geographical differential of up to $200.00, paid twenty-four (24) pay periods per year.
