Acceptable Experience and Education

Bachelor’s degree in the Behavioral Sciences field, Law Enforcement, Criminal Justice, or related field, and two (2) year’s experience as a Certified Juvenile Supervision Officer in the State of Texas.

Or any equivalent combination of experience and education which provides the required knowledge, skills, and abilities.

This position will accept any equivalent combination of working experience and education in lieu of the required experience and education as stated above.

Bilingual in Spanish/English preferred.


Certificates, Licenses, and other requirements

In order to access into the County’s network and systems, a personal smart device is required by the hire start date.
Must have telephone and report residence.
Must complete 40-hour Training for Trainers Certificate within the first year of employment.
Must complete Motivational Interviewing Training within the first year of employment.
Must obtain CPR and First Aid certification upon completion within the first year of employment.
Must complete Handle with Care or any other restraint technique adopted by the department within the first year of employment.

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Proof of automobile liability insurance coverage is required.


Typical Duties

Essential Duties
Monitor the Texas Administrative Code 344 Standard which focuses on the State requirements for Employment, Certification, and Training;
Monitor the Texas Administrative Code 343 Standard which focuses on the Standards for Secure Juvenile Pre-Adjudication Detention and Post-Adjudication Correctional Facilities General Standards;
Performs highly complex (senior officer-level) training by coordinating, developing, delivering, and evaluating professional development programs for juvenile justice direct care professionals working in Pre-Adjudication Detention and Post-Adjudication Correctional facilities;
Responsible for developing, designing, and maintaining training curriculums for Juvenile Supervision Officers as it applies to Texas Admin Code (TAC) 343;
Leads the development of curriculum in collaboration with subject matter experts utilizing adult learning strategies to ensure it reaches all learning styles;
Creates Training Materials such as manuals, webinars, workshops, and e-learning modules;
Creates curriculums via research and legal updates and develops and interprets policy as it pertains to training and development of Texas Juvenile Justice Department (TJJD) standards and the development of specialty courses;
Ensures alignment with Department and Unit Policy and Procedures as needed; makes suggestions to the appropriate department head regarding needed changes to Policy and Procedure and training and all related forms as necessary to maintain compliance with standards;
Serves as a liaison between the department and the Texas Juvenile Justice Department on matters of training and certification, as well as policy and procedures compliance;
Responsible for communicating and collaborating with TJJD to ensure that the department is current with all training and certification requirements pertaining to TAC 344 & 343 and any applicable TAC standard on a monthly or quarterly basis;
Responsible for training curriculums mandated by the Texas Juvenile Justice
Department (TJJD), and all other applicable departmental trainings;
Maintains overall agency documentation and correspondence for required certification and re- certification;
Prepares and maintains training records and state certifications, in accordance with departmental policy and TJJD standards;
Maintains detailed records of accumulated training hours for each employee and provides staff with periodic reports on training hours earned;
Coordinates and facilitates, new employee orientation program for all newly hired staff;
Manages Departmental Training Manager application (TM2) on a weekly basis to ensure mandatory trainings and certifications do not lapse and communicates with supervisors as necessary;
Provides assistance in the organizational training and development needs assessment; ensures new employees are acclimated to the department, facility, staff, and residents;
Supervise newly hired staff during the initial training period prior to certification and will coordinate with the Training & Compliance Manager, department supervisors and department trainers to ensure all objectives are met in a timely manner as well as provide on-the-job training;

Collaborates with subject matter experts and facility leadership in the development, training, and evaluation of new employees;

Coordinates training schedules with pre & post unit schedulers for new hires; coaches and mentors new staff during On-the-Job (OJT);

Collaborates and receives feedback from the Facilities leadership staff to support the training needs of the Pre and Post Adjudication Facilities;
Shares information, monitors employees’ progress, identifies concerns, and recommends improvements to enhance development and training;

Provides and documents coaching sessions with individual staff as requested by leadership and will assist in the evaluation of new staff at the probationary period;

Prepares training records for TJJD audits;
Participates on special committees for projects as directed;
Responds to general questions related to certification and training;
Assists with the preparation of conference rooms for training events;
Assist in the management of Training sign-in/sign-out sheets and training equipment inventory log;
Maintains, enters and updates training data or records, utilizing departmental systems, database or other departmental applications;
Prepares related reports;
Submits necessary documentation to the Texas Juvenile Justice Department for statutory certification of all newly appointed officers and for re-certification of all experienced officers by TJJD deadlines;
Collaborates with other unit sections to ensure efficient and effective training within the organization;
Represents the Department’s interest at various meetings and makes presentations to Commissioners Court, Juvenile Board, Stakeholders and the general public;
Assists with writing and updating the Training Unit’s policies and procedures creates and provides training for training processes and applications for the Juvenile Probation Department personnel;
Participates in the Department’s strategic planning and assists in meeting the strategic objectives of the Training Unit;
Demonstrates the commitment to meet the mission, vision, goals, and objectives outlined in the department’s strategic plan;
Creates flexible learning interventions that can be customized to the organization’s needs;
Documents training attendance and participate in accordance with policies and procedures;
Attends and participates in meetings, training, and information sessions;
Stays current with new trends and innovations in the field;
Due to critical nature of Departmental training needs, must be available to respond to staff and team communication in a timely manner;
Always maintains a professional caliber of attire and decorum;
Ensures that all training programs comply with safety regulations and department policies;
Substitutes, if assigned, for immediate supervisor or co-workers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;
Commits self to provide excellent customer service and demonstrate commitment through cooperative team and individual efforts;
Fosters a high-quality work culture by actively participating in and emphasizing training and mentoring. Focuses on developing leadership, management, and technical skills in both self and all employees, including essential safety-related training and skills;
Other Important Duties

Must be available to work non-traditional hours, including evenings, night and weekends as needed and be on call as necessary on official business. This position will require working different shifts.
Possess a high level of tolerance for this emotionally demanding and stressful work, while at the same time being supportive and understanding of the stresses being experienced by both, youth and staff.
Ability to work with challenging youth where use of crisis invention and de-escalation strategies may be necessary to ensure the safety of both youth and staff.
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary

The Facility Training Officer (FTO) coordinates and delivers professional development and certification training in compliance with local, state, and federal requirements for juvenile services. The FTO oversees all training aspects required for initial certifications and re-certifications of officers, primarily focusing on the Pre-Adjudication Detention and Post-Adjudication Correctional units of the department, with additional support for probation services and non-certified staff. This role demands an energetic, analytical, and organized individual who excels in clear and effective communication. The FTO must lead and facilitate training sessions both within the department and externally when needed. The FTO supports organizational leadership by conducting training and development needs assessments, designing training programs, and delivering sessions to staff from diverse units using various adult learning strategies.

Office environment: While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
Training environment: While performing the duties of this job, the employee will need to perform the agency’s primary restraint technique, which requires flexibility, exertion of arm force (pushing/pulling), kneeling, squatting, and crawling.

Knowledge of: techniques associated with the presentation of training material and workshops; prescribed and accepted procedures and techniques of preparing case records and related documents utilized by the department; working with persons with intellectual and development disabilities; training courses such as CPR/First Aid, Handle with Care, Mechanical Restraints; Motivational Interviewing, Effective Practices Effective Practices EPICS, TBRI, Emotional Intelligence; effective interventions and implementation of Evidence Based Practices; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products; Juvenile Law, Texas Family Code, Texas Administrative Code Chapter 341, 343 & 344, and other support staff areas of professional development.

HOLIDAYS
16 holidays per year as recognized.


VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)


SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.


MISCELLANEOUS PAID LEAVES
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.


DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.

The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
