Acceptable Experience and Education
Associates from an accredited college or university in the counseling field such as Counseling, Psychology, Social Work, Addictions Marriage and Family Therapy and Child Therapy or related field. (Bachelors preferred).
Must have one year experience in providing direct care services to adolescents and families with co –occurring disorders in a residential and/or outpatient setting, and experience administering screening and assessment to identify substance use disorders.
Preferably bilingual (Spanish/English)
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Minimum Requirements: Knowledge, Skills, and Abilities
Knowledge of: current juvenile justice theories and practices; evidence-based programs and practices as relevant treatment theories and practices for individuals with a substance use and/or cooccurring disorder; evidenced based and/or best practices in providing therapeutic services for youthful offenders as well as be culturally astute to this diverse population; Title III of the Texas Family Code, THHSC and TJJD Standards; English usage, grammar, punctuation, and spelling; techniques for effective interpersonal communications. techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.
Skill/Ability to: work in a post adjudication secure residential setting; aid in the development of treatment/recovery plan through the identification of the client’s strengths, risks, and needs; develop treatment recommendations; identification of services and interventions that will facilitate the rehabilitative process and the amelioration of identified symptoms/behaviors associated with a substance use and/or co-occurring disorder; effectively apply and utilize counseling and crisis stabilization techniques and resources; apply a range of counseling practices, theories, and modalities to facilitate the rehabilitative process and the amelioration of identified symptoms; effectively facilitate individual, groups and family sessions with maladjusted youth and/or their family members; adhere to Departmental, TJJD, THHSC and licensing standards; possess good communication and interpersonal skills to engage juveniles and family members in the assessment and therapeutic processes; work positively and effectively with all types of children including severely maladjusted children; possess organizational and time management skills; work efficiently both independently and as part of a team; establish and maintain effective working relationships with departmental personnel, clients, other County employees and officials, clinical service providers, law enforcement, the courts, and the general public; be flexible to the needs of the department and program and make required changes to fulfill those needs; good oral and written skills, work effectively with others; pre-employment requirements; pass a pre-employment urine analysis screening; pass a Criminal Background Check.

Certificates, Licenses, and other requirements
Must have or obtain by date of hire a personal device capable of using multi-factor authentication to verify one's identity when accessing the County's network and systems.
Must have telephone and report residence.
Required to have LCDC issued by the Texas Health and Human Services Commission (THHSC) and be in good standing with a documented work history of experience in substance use treatment.
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Proof of automobile liability insurance coverage is required.
Physical Demands
While working in the office, the incumbent will sit for long periods of time in front of a computer terminal using a keyboard and mouse, requiring hand and finger dexterity, the ability to see well enough to read documents and computer screens; lifting or carrying up to 20 pounds. Essential Duties
Provides substance use treatment services in a residential and/or outpatient setting for youthful offenders and their families;
Administers screenings and assessments for youth and family members utilizing tools identified by the Department;
Develops and reviews treatment plans, progress notes, discharge plans and follow up reports as well as maintain records in accordance with departmental, Texas Health Human Services Commission (THHSC) and Texas Juvenile Justice Department (TJJD) standards;
Participates in weekly staff meetings based on results of the screening, assessment, and treatment participation/engagement;
Assess and administer substance use assessments and screening tools;
Provides individual, group and family sessions to address substance use and/or co-occurring disorders identified in youth and/or families as scheduled;
Arranges and coordinates adjunct care and/or facilitate community linkages as necessary to ensure a continuum of care for compliant and noncompliant youth/families receiving services;
Provides experiential therapeutic approaches in the delivery of services;
Incorporates relapse prevention curriculum into treatment model;
Documents all sessions and findings in a case file in accordance with THHSC, TJJD and Departmental standards;
Provides monthly treatment summary reports for the court/juvenile justice personnel;
Assists in the development of individualized case plans as requested by the Juvenile Probation Department;
Maintains compliance with the mandatory training as per THHSC and TJJD guidelines;
Maintains licensure in good standing as mandated by THHSC;
Reviews and adheres to the 42CFR pertaining to release of confidential information from substance abuse records and maintain compliance;
Ensures accurate record keeping to ensure that services are prioritized and adhere to Departmental, State and Federal standards and laws regarding treatment records;
May work remotely and provide telehealth services;
Utilizes secure virtual platforms that complies with HIPAA and HITECH standards for asynchronously and synchronously services;
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.The Licensed Chemical Dependency Counselor (LCDC) will provide substance use specific services to treat juvenile justice involved youth with a substance use and/or co-occurring disorders. The LCDC will provide services that include screening, assessment, individual, group, and family sessions to aid both the juveniles and family members in gaining a better understanding of the impact of substance use issues in a variety of life domains. The LCDC shall ensure that departmental policies and procedures are adhered to and that treatment is provided in accordance with standards established through the Texas Health and Human Services Commission (THHSC) and the Texas Juvenile Justice Department (TJJD).Organizational Relationships

Work Environment
Office environment. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
