What are the responsibilities and job description for the Public Health Medical Officer position at County Of Elbert Co?
GENERAL STATEMENT OF DUTIES
Serves as the Medical Health Officer per code and statutory requirements. Acts as a medical and public health consultant to the Board of Health and Public Health Director. Consults on functions related to public health in the county including but not limited to daily operation, emergency response, and policy development. This position will be a remote, contract position.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Works cooperatively with the Public Health Department to meet the public health goals of the county.
• Provides consultation on core functions and medical activities of multiple public health programs or services.
• Consults on and provides policy direction regarding communicable disease control, outbreak investigations, and emergency preparedness and response.
• Provides guidance on policies and procedures addressing environmental health programs or services.
• Provides medical guidance regarding screening, treatment, and case management policies.
• Provides consultation in accordance with all statutes, ordinances, and regulations related to public health.
• Evaluates existing services, identifies potential concerns, and provides consultation on existing and developing programs.
KNOWLEDGE AND SKILLS
• Medical, public health, and healthcare knowledge
• Knowledge of Federal, State, and local laws governing public health programs and laws, statutes, and regulations governing Colorado Health Services providers including JCAHO and other regulatory requirements
• Understanding of advanced management practices and organizational principles including program development, implementation, and evaluation in a multi-service agency
• Basic disaster preparedness and National Incident Management System (NIMS) knowledge
• Knowledge of effective surveillance and epidemiologic practices
• The ability to identify operational problems and formulate appropriate solutions
• Effective communication with the county Board of Health and Public Health Director
• The ability to exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations
EDUCATION, EXPERIENCE AND CERTIFICATIONS
- A valid license to practice medicine issued by the Colorado State Board of Medical Examiners.
