SERGEANT

Position Description Exempt

OVERALL OBJECTIVE OF JOB

Under supervision of prison administration, the Sergeant has responsibility for supervising the staff involved in the protection, welfare and maintaining the custody of inmates in the Prison; acts for supervisors during their absence; does related work as required.

Supervises the handling, processing, reading, filing and placing in the proper order all court orders, bulletins, prisoners’ property and other jail records. Advises and aids offices on the housing floors; checks work for accuracy and proper form; keeps accurate accounting of all prisoners; their safety, welfare and security of the jail. Keeps accounting of all prisoners’ property, supervises all personnel on the shift; schedules staff assignments; approves staff time off, subject to review by the Warden. Executes and adheres to all Prison rules and regulations; responsible for coordinating court trips and other transportation needs of the prisoners; reports directly to the jail lieutenant and shall execute all orders and directions issued; performs related work as required.

ESSENTIAL FUNCTIONS OF THE JOB

1. Responsible for advising/notifying the lieutenant of all matters relating to operation, personnel and of matters concerning the safe and orderly operation of the jail.

2. Will observe all operations with intention of improving either the security or the efficiency of the operations, soliciting suggestions from the people who do the operations, and follow up on inmate request, incident reports and other assignments

3. Sergeant should: ensure that an accurate start county is prepared; supervise floor and work through the control center; report to the control center to verify the start count and supervise the changing of shifts; spend time as possible on the housing floors supervising and monitoring the jailers and inmates, supervise inmate commissary

4. Duties of Sergeant at change of shift include: Retrieve all shift paperwork, review and forward to lieutenant, silicate communication to include but not limited to: Attendance;

Inspection of officers’ uniform and equipment; New posted orders (ensure that all officers to have read and signed); change in daily assignments; information passed on b previous shifts; any new suicide or escape risks and their location a. In the following areas the Sergeant will use discretion and apply the policy and procedures related to that subject: Accepting or denying people presented for booking, people in need of medical attention, proper and improper filing of paperwork or no paperwork. If the presenting officer is using the jail for mentally ill person instead of emergency commitment procedure b. Check all book in and discharges. Making sure that all charges have paperwork and all discharges have order of discharge and/or all bonds and fines have been paid. The Sergeant may move about the building to perform the above duties.

6. Make sure control center is advised of all new bookings and discharges.

7. Ensure all disciplinary and medical lockups are monitored every fifteen minutes

8. More frequently than once an hour, make checks on holding cell inmates.

9. Assign officer tasks of cleaning cells (utilizing trustees) and stocking clean laundry to dressing rooms (do not disturb trustees during sleep hours).

10. Make sure of proper feed count

11. Ensure proper channeling of paperwork of those discharged and of new charges being filed and computer updated

12. Ensure cell assignment is updated in the computer when people are assigned to a specific block or transferred from one cell block to another.

13. Run population on computer and have ready 25 minutes prior to end of shift and present it to the control center for the ending count.

14. Enforce the communication of inmates

15. Enforce strip search policy and law when applicable

16. Inform and/or explain standard operating procedures to Officers and document same

17. Observe Officers working knowledge of policy and procedure and correct deficiencies.

18. Using their own independent judgement, author a written reprimand for any employee who has exhibited a work deficiency or is alleged to be in violation of Prison policy. Such written reprimand will proceed up the chain of command for follow up on a corrective plan or action and/or disciplinary action taken by the prison lieutenant; jail administrator or Sheriff.

19. Ensure that there is always at least one female officer on shift

20. Inspect of housing cells, for cleanliness and to take corrective action if a problem exists.

21. Supervise disciplinary transfers

22. Supervise shakedowns.

23. Proofread incident reports and direct paper distribution

24. Review the proper filing of disciplinary action with the Officers

25. Make tour of entire jail (Ex: linen closets, rest rooms, storage doors, mechanical room) noting deficiencies, mechanical problems, breach of security and anything worth noting, taking corrective action and note in watch tour log

26. Supervise and report what appropriate assistance or action is needed to correct emergency situations arising on the floor.

27. Answer and follow up on all inmate request forms from inmates

28. Review and approve visiting request forms, paying attention to date of birth and record checks. All areas of the visiting operation should be monitored carefully and as constantly as possible. Any irregularity or problem in this area is important.

29. Relieve and staff in an emergency

30. Read and approve incident reports

31. Sign the overtime slips when the lieutenant is not available and update the computer roster

32. Be present to supervise shakedowns or searches

33. Ensure all eyes on contact of all inmates are made within required times

34. Retrieve all shift paperwork at end of shift

35. Spend time observing/supervising the control center personnel and monitor the overall operation of the jail a. Check with administration for information to be forwarded b. Communicate with the lieutenant of items covered during shift change

36. Ascertain; if there any inmates out to court and their location; if there are inmates assigned to administrative segregation for suicide/self-injury prevention; if there are inmates waiting to be booked or released; any other pertinent information

37. Ensure that Fayette County Prison policy and procedures are followed regarding visual inspection of inmates

38. Assign officer tasks of cleaning cells, (utilizing the trustees) and stocking clean laundry

39. Be aware of juveniles in custody and the need for any necessary follow up

40. Report any violations of Fayette County Prison policy and procedure to administration

OTHER JOB DUTIES

1. Attends meetings, training, and/or seminars as required

2. Assists other staff with work duties as needed

3. Performs other job-related duties as required

SUPERVISION RECEIVED

Receives instruction/supervision from Prison administration in regard to daily work duties

SUPERVISION GIVEN

Supervise and manage the functional operations of the security force, ensuring that all Prison policies and procedures are adhered to. Administer and oversee employee performance evaluation and counseling to ensure that an efficient, effective and motivated work force is maintained and that training needs are identified.

WORKING CONDITIONS

1. Works indoors in crowded work space with adequate lighting, ventilation and temperatures.

2. Works with average exposure to stress, but subject to frequent disruptions and noise.

3. Below normal indoor exposure to dust/dirt.

4. Works in conditions of potential outbursts of disruptive behavior of clients or consumers.

5. Works daily with potentially volatile, hostile or aggressive inmates.

PHYSICAL/MENTAL CONDITIONS

1. Must possess ability to record, convey and present information, explain procedures and follow instructions.

2. Must be able to stand, walk, and drive frequently during the workday, with occasional sitting, twisting, bending, kneeling, stooping, and reaching as necessary in order to carry out essential job duties.

3. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.

4. Requires very coordinated dexterity of fingers/hands; arms/legs/torso as necessary to carry out job duties.

5. Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.

6. Must have agility to be able to move frequently throughout the work day.

QUALIFICATIONS

1. REQUIRED EDUCATION/TRAINING AND EXPERIENCE

3-6 years working experience in correctional work with all levels of offenders, preferably in a correctional institution, including 1 year at the supervisory level. First aid and CPR required within the 30-days of employment.

2. PREFERRED EDUCATION/TRAINING

Bachelor’s degree in Criminal Justice or related field

7. Must possess ability to maintain confidentiality in regard to inmate information and records and county information.
8. Must possess a valid Pennsylvania Driver’s License and a willingness to travel as needed.
9. Must posses the ability to make independent decisions when circumstances warrant such action.
10. Must possess knowledge of facility polices and procedures.
11. Must possess knowledge of PA Department of Corrections minimum standards and operating procedures as defined in Title 37 PA Code 95
12. Must possess the knowledge and ability to perform first aid and CPR
13. Ability to study routine operational procedures and develop resultant recommendations.
14. Ability to express ideas effectively; both orally and in writing.
15. Ability to establish and maintain effective working relationships with officials, associates and the general public.
16. Ability to adhere to facility Ethical Standards as prescribed by policy.
