GENERAL SUMMARY:
911 Public Safety Telecommunicators receive emergency and non-emergency calls for service, and dispatch law enforcement, fire/rescue, EMS, and other public safety resources within Gratiot
County. The 911 Public Safety Telecommunicator communicates with public safety resources by phone, radio, mobile computer, Law Enforcement Information Network/National Crime
Information Center (LEIN/NCIC), computer aided dispatch (CAD), and in person in a high stress environment. The Public Safety Telecommunicator performs queries and accurately reads
LEIN/NCIC responses for law enforcement resources. The Public Safety Telecommunicator must be able to prioritize multiple tasks involving life safety, property damage, and community service based upon training, and maintain a calm professional demeanor at all times.

Essential Functions:

1. Answer business and emergency 911 lines rapidly and efficiently. Collect necessary information for an effective response including but not limited to; geographic location on
X/Y/Z coordinate telemetry, incident type/description, time relevance, person numbers/descriptions/names involved, involvement of weapons/alcohol/drugs, injuries/welfare, among other facts. Prioritize service delivery based upon criteria to foremost protect life and property.

2. Efficiently dispatch closest most appropriate public safety resources based upon guidelines to handle each incident. Accurately and timely disseminates gathered information from calls to field first responders.

3. Operates VHF and 800mhz land mobile radio system for voice communication as well as fire/rescue Quick-Call tone (QCII) paging, CAD, and Session Initiated Protocol (SIP) computer telephony systems to maintain contact with all Gratiot County Public Safety resources and the community at all times. Ensures the safety of field first responders is monitored on a regular basis.

4. Keeps callers on the phone as appropriate to maintain situational awareness and provide incident updates as required to field first responders.

5. Maintains reasonable knowledge of municipal and public safety jurisdiction borders.
Develop and maintain knowledge of major highways, county roads, city streets, hospital, schools, critical infrastructure/key resources (CIKR), housing, road construction projects, weather awareness, and other information that may impact emergency responses.

6. Efficient and effective oral/written communication is required. Typing/Keyboard skills required.

7. Enters all pertinent incident/event information into the CAD.

8. Provides support services to public safety resources by contacting and coordinating responses from; utilities, wrecker companies, other public/private sector services as required.

9. Queries LEIN/NCIC and other connected law enforcement databases upon request of law enforcement resources. Read and return accurate checks from the system on persons, vehicles, firearms, etc.

10. Responsible for public mass notification communications using outdoor warning sirens, subscriber wireless emergency alerts, Integrated Public Alert Warning System (IPAWS) etc. Reports all major threats to public safety to County Emergency
Management/Homeland Security Division Coordinator.

11. Performs technical support tasks as required. Operates a variety of information technology equipment or applications including but not limited to; Land mobile radio communications, voice logger system, LEIN/NCIC, Call Processing Equipment (CPE),
Computer Telephony, fax machine, 911 RTT/TDD/TTY, Text-to-911, RapidSOS application, Emergency Vehicle Tracking, Language Line Interpretive service transfers,
Public Alerting/IPAWS System, Geolocation and supplemental call data services e.g.
RapidSOS, Smart911, What3words, CurbsideSOS wrecker dispatch, Geographic
Information Systems (GIS), copiers, printers, etc.

12. Participates in required basic, advanced, and continuing education for public safety telecommunicators to maintain legislatively required certification. Obtains certification and maintains working understanding of Incident Command Structure (ICS) based on the
National Incident Management System (NIMS) within the National Response Framework adopted by the Department of Homeland Security. Maintains discipline and proficiency by attending various meetings, seminars, workshops, exercises, and training as directed by the Gratiot County Central Dispatch Director.

MINIMUM EMPLOYMENT QUALIFICATIONS:

Education: High School diploma or equivalent. Some Technical or College related course work preferred.

Experience: High degree of interpersonal skills working with members of the public and a multitude of other professional disciplines. Typing/Information Technology/Microsoft Windows based computer application experience is required to operate CAD, radio, phone, and other related systems.

Background: No felony or misdemeanor convictions allowed (LEIN/NCIC requirement). Must not have history or disposition to associate with known criminals. Must be able to maintain high degree of integrity, confidentiality, and decorum on and off duty. Must pass drug screen. Must not use illegal drugs and/or abuse legal substances.

Training: Must be able to successfully complete minimum 16-26 week on the job communications training program, and monthly evaluations thereafter for remainder of first year probationary period. Must successfully pass LEIN Basic Operator test, ICS 100, 200, 700, 800,

IS 247 & 251, other exams as required, monthly evaluations upon communications training program completion through remainder of one year probationary period. Must successfully pass
Basic 40 hour and Advanced 40 hour Telecommunicator courses within two years of employement. Must attend minimum 24 hours of continuing education every two years thereafter. Must adhere to all GCCDA Policies, Standards, Directives, and Operational
Guidelines.

Working Conditions:

  • Works in area with multiple monitors/interfaces with radio, telephone, and other information technology/telecommunications equipment for prolonged periods
  • Ability to work varying shifts in a 24-hour day operation
  • Ability to work varying days in a 365 day year, 24/7 day a week operation (including holidays)
  • Ability to work a reasonable amount of short notice (<2 hours) call-in overtime
  • Ability to maintain clean working environment o Sanitize workstation/console beginning and end of each shift o Remove trash/refuse to dumpster o Light cleaning of all work surfaces
