General Definition of Work
Performs advanced technical, complex skilled work assisting with the operation of the Treasurer's Office to effectively collect all County revenues and is responsible for managing the delinquent collections process, including related billing, and supervising the general front office administration.
Essential Functions
· Provide exceptional customer service.
· Accurately process and collect payments from citizens to include real estate and personal property tax, water and sewer bills, business licenses, meals and lodging taxes, as well as, processing funds from county departments and other government agencies.
· Process real estate transfers and maintain taxpayer accounts to ensure accurate billing addresses and contact information are current. Process appropriate related billing.
· Reconcile cash, checks, charges and receipts; update systems with necessary changes to balance register daily. Process daily close and credit card closing. Process office close as needed, and associated closing duties.
· Process CARS system information as needed in line with closing procedures.
· Manages the delinquent collection process: research delinquent accounts, prepares/calculates delinquent real and personal property taxes, associated billings, places and removes DMV account holds, performs various collection actions such as phone calls, payment plans, wage liens, warrants, property seizures, and prepare for judicial sales. Liaison with third party collection vendor/attorneys. Manages bankruptcy filings/accounts.
· Supervises the front office flow, managing schedules, ordering supplies as needed, resolving escalated citizen issues.
· Provides coverage for other deputies as needed.
· Train other deputies as needed.
· Ad hoc projects; additional duties as assigned by Treasurer.
Knowledge, Skills and Abilities
Knowledge and skill relating to methods and practices of accounting; general knowledge of modern business management, collection efforts, office practices and office equipment; considerable analytical ability to select, evaluate and interpret data from several sources, including interpretation of guidelines, and policies and procedures; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships with associates and the general public. Skilled with remaining calm under pressure, ability to deescalate difficult situations, and provide necessary information in a consistent manner.
Education and Experience
Associates degree with coursework in business, accounting, public administration or related field and 3 years’ experience, or 7 years related career experience to include cash handling, front office supervisory experience, and delinquent collections.
