POSITION: Director of Elections
DEPARTMENT: Elections & Voter Registration
LOCATION: Greene County Office Building
SALARY: MG PG 11 Exempt ($51,262.57-$56,658.26)
HOURS: Monday through Friday 8:30AM to 4:30PM
Extra hours as necessary during Election periods
1 hour unpaid lunch – 35 hours per week – Exempt
BENEFITS: Health, Vision & Dental – First of month following date of hire
All Other Benefits – After 90 day probationary period

OVERALL OBJECTIVE OF JOB:
Role to include responsibilities overseeing the Department of Elections & Voter Registration. Primary responsible is to plan, direct, coordinate and oversee the activities of the entire election process from start to finish.
ESSENTIAL FUNCTIONS OF JOB:
1. Directs, coordinates and manages all aspects of the Elections & Voter Registration Department.
2. Assists in developing the annual budget and oversees expenditures.
3. Manages quality control procedures to ensure election results are accurately reported.
4. Oversees the programming, testing & inspection of voting equipment.
5. Coordinates & maintains registration of voters and voting records; prepares and monitors absentee & mail in ballots.
6. Maintains list of County wide Elected Officials & determines offices for ballots.
7. Recruits and trains precinct Election officials/workers.
8. Locates, inspects and maintains polling places.
9. Assists in all roles of the Manager in their absence.
10. Develops legal notifications & advertisements; prepares all required reports.
OTHER DUTIES OF JOB:
1. Attends and participates in Board of Elections meetings.
2. Interacts with the public on a day to day basis; answering phone calls and in person visits.
3. Responds to inquiries, verbally & in writing, regarding voting & registrations.
4. Attends meetings, seminars and trainings as required.
5. Composes; types and/or prepares various correspondence.
6. Performs other job related duties as assigned.
SUPERVISION RECEIVED:
Receives occasional instruction and limited supervision from County Commissioners and County Chief Clerk in regard to daily work duties.
SUPERVISION GIVEN:
Supervises department employees and provides direction to Election Officers.
WORKING CONDITIONS:
1. Works indoors in adequate work space with adequate temperatures, ventilation and lighting.
2. Works indoors with average exposure to noise and stress, subject to frequent disruptions.
3. Above normal indoor exposure to dust/dirt.
4. May be subject to travel as necessary to carry out job duties.
PHYSICAL/MENTAL CONDITIONS:
1. Must possess the ability to record, convey and present information, explain policies and procedures and follow instructions.
2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, pushing, grasping, bending, twisting and reaching as necessary to carry out job duties.
3. Dexterity requirements range from coordinated movements of fingers/hands to operate computer to simple movements of feet/legs; torso necessary to carry out job duties.
4. Light work, with occasional lifting/carrying of objects with weights of ten to twenty pounds.
5. Must be able to pay close attention to detail and concentrate on work.
6. Must be able to cope with the physical and mental stress of the position.
QUALIFICATIONS:
A. EDUCATION/TRAINING/WORK EXPERIENCE:
a. In depth experience in Microsoft Excel, Word and Outlook
b. Some knowledge of Election & County Code
c. Supervisory experience preferred
d. Or any combination of acceptable experience/training
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.
2. Must possess good communication and interpersonal skills.
3. Must possess ability to function independently, have flexibility and the ability to work effectively with the general public, coworkers and others.
4. Must possess ability to maintain confidentiality in regard to information and records.
5. Must possess in depth technical knowledge or operating computers and other office equipment.
6. Must possess the ability to make independent decisions when circumstances warrant such action.
7. Must possess knowledge of principles and practices of supervision, and ability to direct and supervise work of subordinates.
8. Must possess ability to maintain accurate and efficient records and prepare required reports in timely manner.
9. Working knowledge of State and County Election laws.
