What are the responsibilities and job description for the Facilities Manager - SR-28 position at County of Hawai`i?
There is one (1) immediate permanent full-time vacancy with the Department of Public Works - Building Division in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
- Plans and directs the facilities management for the Department of Public Works’ Building Division, including the planning, compliance, design, and construction of buildings, structures, and their infrastructures for County facilities, repair and maintenance of county facilities, parking control, and general services.
- Develops, implements, and oversees the asset management and preventative maintenance and scheduling program.
- Develops, recommends, and updates policies, procedures, and plans to provide optimum conditions for County facilities.
- Recommends contingency policies, procedures, and plans to provide for the safety and security of County facilities and their users in emergency or critical conditions.
- Determines work procedures and directs work assignments.
- Directs site assessments and maintains inventory records.
- Ensures compliance with the building code.
- Supervises the preparation of plans, estimates, specifications, and contract documents; checks computations; approves design changes.
- Assists in the planning, development, and implementation of major building programs, including the maintenance and operation of County facilities.
- Serves as the first point of contact for trouble calls and alarm systems and responds to any issues; responds to emergency conditions after hours due to fire, break-ins, etc. by obtaining the required work force or contractors.
- Prepares and supervises the preparation of work progress and cost reports.
- Supervises building investigations, inspections, and research studies.
- Directs the preparation and maintenance of facility as-built drawings, operations and maintenance manuals, and records.
- Manages all preventive and routine maintenance contracts and determines acceptability of completed work.
- Manages repair and maintenance work requests and evaluates type of repairs required. Refers work to Repair and Maintenance or Capital Improvement Project coordinators.
- Assists in the preparation and justification of budget requests; oversees equipment and material requirements.
- Assigns and reviews the work of subordinates; recommends personnel actions including hiring, promotion, disciplinary actions, and terminations.
- Resolves complex problems, particularly in planning and coordination of facilities management activities.
- Prepares special contracts, technical reports, and correspondence.
- Operates a vehicle to perform work-related duties.
- Performs other related duties.
A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with a baccalaureate degree in architecture, civil, electrical, mechanical, or structural engineering (scan and attach a copy of your official college transcript to your application), and
- five (5) years work experience managing the work of engineering and/or construction projects, and
- three (3) years of which shall have been in a supervisory capacity, and
- possession of a valid Certificate of Registration in the United States as a professional architect, civil, electrical, mechanical, or structural engineer (scan and attach a copy of your valid professional license to your application), and
- possession of a valid State of Hawai'i driver License (Class 3) or any other valid comparable driver license at time of filing. (You will be required to submit your valid driver's license at time of hire).
Note: Possession of a valid State of Hawai'i Certificate of Registration as a professional architect, civil, electrical, mechanical, or structural engineer prior to completion of probation.

Knowledge of: architectural and engineering principles and practices; modern methods and practices used in the preparation of plans, specifications, estimates, and reports; the sources of architectural and engineering information; national, state, and County building codes and ordinances; laws and regulations relating to energy conservation and occupational safety and health; surveying and constructing practices; public works programs and financing; land conveyancing and the preparation of contracts; and principles and practices of administration.
Ability to: plan, organize, and direct the work of multiple sections; develop major building programs; plan, evaluate, and coordinate building operations and maintenance activities; understand and apply pertinent laws, rules, and regulations; solve complex problems in dealing with diverse interests and viewpoints; prepare clear and concise reports, budget forecasts, and program expenditure plans; and communicate effectively both orally and in writing.
