Liquor Control Investigator Trainee - SR-14

Serves as a trainee receiving orientation and training in the principles and practices, methods, and techniques of inspection and investigation relative to the issuance, transfer, and renewal of liquor licenses and permits and/or the enforcement of the liquor laws and regulations in the County of Hawai`i; and performs other related duties as assigned.

There are two (2) immediate vacancies with the Department of Liquor Control - Enforcement Division:
  • one (1) permanent part-time vacancy in Hilo.
  • one (1) permanent part-time vacancy in Kailua-Kona. 
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Must be able to work rotating shifts that include nights, weekends, and holidays.

Must have a well maintained vehicle to use for travel to licensed liquor establishments in an assigned geographical area.
  • Receives orientation and training in the liquor laws and regulations of the State of Hawai`i and the County of Hawai`i and the principles, practices, methods, and techniques of performing inspections and investigations.
  • Under direct supervision, checks for liquor law violations such as serving liquor to minors, to persons under the influence of liquor, or to persons known by the licensee to be addicted to the excessive use of liquor.
  • Assists in conducting investigations of apparent or suspected liquor violations which may involve the examination of business records and books, the interviewing of witnesses and principal parties, and the seizure of evidence.
  • May prepare reports on findings and cite pertinent provisions of laws or rules violated.
  • May operate as a member of a team on special assignments such as stake outs or surveillance of trouble spots.
  • Performs other related duties as assigned.

Training and Experience: 
A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • two (2) years of experience in meeting and dealing with people,
  • one (1) of which shall have involved the enforcement, interpretation, and/or application of laws, ordinances, regulations, and/or policies and procedures, and 
  • possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at the time of hire).


Examination:  All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.  An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Note:  In-person interviews and/or further testing in Hawai'i County may be required at the discretion of the hiring department/agency.  If in-person interviews and/or further testing are required, applicants who are referred to the hiring department/agency must be available to participate in person and at their own expense at that phase of the selection process.

Knowledge of:  basic inspectional and investigative procedures and techniques; report writing; standard methods used by business establishments for keeping records.

Ability to:  learn, interpret, and explain State of Hawai`i and County of Hawai`i liquor laws and regulations; ability to learn the functions and jurisdictions of other enforcement agencies; meet and deal effectively with persons from diverse backgrounds and elicit necessary information; gather, verify, and evaluate facts and evidence; prepare clear and concise reports.
