What are the responsibilities and job description for the Real Property Appraiser V - SR-24 position at County of Hawai`i?
There is one (1) immediate permanent full-time vacancy with the Department of Finance - Real Property Tax Division in Kailua-Kona.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
- Independently appraises the most difficult and complex types of real property requiring considerable judgment and originality in determining the methods to be used, normally requiring substantial modification of guidelines and application of innovative approaches and techniques for specific situations.
- Exercises considerable judgment in that properties are sufficiently unusual that data to be used in applying the three approaches to value are difficult to locate and generally of limited applicability.
- Resolves unusual problems in determining highest and best use of the property, economic conditions of the area, or other factors related to the appraisal projects.
- Performs appraisals of properties that typically include multi-million dollar buildings or complexes such as hotel-resort complexes, large commercial buildings, major shopping centers, unimproved acreages (other than conservation) and large industrial complexes.
- May supervise and participate in the real property activities of an organizational unit; trains lower level appraisers.
- Prepares reports and correspondence.
- May testify in court or other administrative hearings as to the validity and justification of appraisals.
- May speak before other governmental, community, or private groups and organizations.
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with a baccalaureate degree in real estate, business or public administration, economics, or a related field (scan and attach a copy of your official college transcript to your application), and
- four (4) years of professional experience in appraising real property, and
- possession of a valid State of Hawai`i Driver License (Class 3) or any other valid comparable driver license at time of filing. (You will be required to submit your valid driver's license at time of hire.)

Knowledge of: principles, techniques, and practices of real property valuation and appraisal; sources of information pertinent to the appraisal of real property; land development and building construction methods; real estate practices; real property tax laws and related rules; mathematics; principles and practices of public relations; interviewing practices and techniques; and report writing.
Ability to: perform complex real property appraisal work and prepare appraisal reports covering large and high value properties; read, compile, and maintain accurate appraisal maps and records; write clearly and concisely; give and follow oral and written instructions; and meet and deal effectively with others.
