Duties Summary

Supervises and participates in the planning and coordination of the clerical and secretarial services for the County Council and Council Committees; and performs other related duties as required.

There is one (1) immediate temporary full-time vacancy not-to-exceed 12/14/2028 with the Office of the County Clerk - Council Services Division in Hilo.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Supervises and participates in the preparation publishing, and posting of notices announcing Council meetings, committee meetings, and public hearings.
  • Ensures that legal and procedural requirements are met.
  • Supervises and participates in the preparation of Council/Committee meeting agendas, and in the taking and transcribing of minutes.
  • Secures approval of the agenda and minutes from the Council/Committee Chairs.
  • Ensures that public documents including transcripts of Council/Committee meetings are available for public review and purchase within prescribed time limits and that reports are prepared, reproduced, and distributed.
  • Ensures that physical preparations are made for meeting and hearings held in the Council room and in districts throughout the island. Makes meeting assignments to ensure adequate coverage during meetings.
  • Reviews and numbers incoming communications, bills for ordinances, and resolutions referred to Council or committees.
  • Ensures proper monitoring on matters, which are deferred or referred, including bills which require second hearings or action by the Mayor.
  • Supervises and participates in the maintenance of computer index files of all matters referred to the Council/Committees and in the preparation of replies to communications for signature by the Council/Committees Chair or Clerk.
  • Supervises and participates in the maintenance of files on disclosures of financial interest statements and statements of possible conflicts of interest from Council members and appointed staff.
  • Provides initial and ongoing training for employees. Reviews work of subordinates and makes corrections as needed. Makes recommendation on other staff training needs.
  • Provides feedback for performance evaluations, hiring, promotions, disciplinary action, performance management, and termination. Recommends approval of leave requests and ensures adequate coverage as required.
  • May provide secretarial and clerical assistance to the County Clerk, Council members, and Committee Chairs.
  • Operates a vehicle to attend Council meetings.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • five (5) years of secretarial or clerical and administrative experience, of which
  • two (2) years shall have involved coordinating logistics, taking and transcribing minutes, and following through on actions of meetings, conferences, and hearings, and
  • possession of a valid State of Hawai'i Driver's License (Class 3) or any other valid comparable driver license at time of filing. (You will be required to submit your valid driver's license at time of hire.)

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: County Charter, laws, ordinances, rules, and regulations pertaining to the actions and procedures of the Council and its Committees; legal requirements for publication of Council actions and the recording and filling of official minutes, records and documents; parliamentary procedures; office practices and procedures; records management methods; grammar, spelling, and word usage; principles and practices of supervision; and public relations.

Ability to: understand and interpret County Charter, laws, ordinances, rules, and regulations, summarize and brief materials, compose letters, plan, assign and review the work of others, deal tactfully and effectively with the public, government officials, and other employees, take and transcribe notes accurately; applicants may be required to demonstrate ability by satisfactorily passing a performance exercise at time of interview, prepare and type or keyboard documents, standard forms needed for specific Council actions, and other materials accurately; applicants may be required to demonstrate ability by satisfactorily passing a performance exercise at time of interview, use a computer for word processing index filing and records retrieval; and work irregular hours.
