Duties Summary

Manages, directs, and oversees county-wide capital improvement program activities; serves as principal technical advisor on all Capital Improvement Plan (CIP) matters; and performs other related duties as required.

There is one (1) immediate permanent full-time vacancy with the Department of Finance - Office of the Director in Hilo.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.


Examples of Duties

  • Manages, directs, and oversees county-wide capital improvement program activities.
  • Reviews, analyzes, evaluates, and formulates recommendations on the annual capital improvement program and budget for the County of Hawai‘i.
  • Makes recommendations on short-term and long-term programming, funding sources, cost estimates, and designation of priorities.
  • In coordination with the Planning Department, prepares the annual CIP budget, updating status of projects and funding needs, including the need for bond funding for larger capital improvement projects.
  • Reviews and evaluates capital improvement projects for conformity to the County’s General Plan and State and Federal legislation and regulations.
  • Reviews consultant’s draft plans and specifications for CIP projects and makes suggestions and recommendations for revision prior to finalization.
  • Reviews CIP project bids and bid summaries, and negotiates with contractors regarding bids and scope of work where funding is inadequate.
  • Analyzes and interprets data for use in project development and lifecycle planning.
  • Collaborates with departments and agencies in the development and implementation of administrative policies and procedures relating to the capital improvement program.
  • Evaluates capital improvement projects in order to determine potential impacts on economic development, land use, environmental quality, public safety, and social concerns.
  • Monitors progress of projects and expenditures, and make recommendations as to alternative funding sources, lapsing of funds, abandoning of projects, and/or transfer of funds when appropriate.
  • Prepares regular project update status reports in various formats for internal use and for public awareness.
  • Conducts studies, surveys, and data collection in order to evaluate and make recommendations regarding capital improvement projects.
  • Determines condition of assessed values to support compliance with GASB-34 financial reporting and other regulatory reporting requirements.
  • Consults with department and agency heads and other governmental agencies and public groups in the preparation of final summary reports.
  • Responsible for the effectuation of developed plans through public presentation for information and acceptance.
  • Performs other related duties as required.

Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree in public administration, business administration, financial planning, or a related field (scan and attach a copy of your official college transcript to your application), and
  • six (6) years of professional experience in project management, budgeting, financial management, or a related field, of which
  • one (1) year shall have included administrative experience involving the responsibility for the management, assessment, and coordination of planning policies, activities, and programs.

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: principles of capital improvement planning; governmental budgeting and procurement procedures; governmental organization and functions; methods and practices used in the preparation of specifications, estimates, and contracts; and report writing.

Ability to: oversee a capital improvement program; formulate short-range and long-range objectives; make sound evaluations and recommendations; identify problems and develop alternative solutions; establish and maintain effective working relationships with governmental agencies and the public; prepare clear and concise reports and correspondence; and communicate effectively orally and in writing.
