Deputy Planning Director

The Planning & Building Department’s objective is to promote public health, safety and welfare by developing and implementing creative community-based strategies to enhance economic opportunity, build strong, resilient communities and ensure a dynamic framework for quality growth and development.

  • This is a department promotional recruitment for employees in the Planning and Building Department. Department promotional recruitments are only open to permanent status County employees that are currently employed within the vacant positions department.

Under direction, directs the daily functions of the Planning Division; coordinates the development of reports and recommendations regarding land use, zoning and community development issues; supervises the work of assigned planning staff; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

The incumbent in this single position class has full responsibility for planning, organizing, coordinating and directing work activities of staff in the Planning Division in addition to assisting the Community Development Services Director in either a staff or like capacity. This class differs from Community Development Services Director in that the latter is the department head with overall administrative responsibility for planning, building, economic development and related functions.

  • Conducts a variety of special projects; evaluates departmental efficiency, considers alternatives for improvements and implements adopted modifications.
  • Directs the overall administration of the Planning Division.
  • Supervises and directs professional, technical and office support staff.
  • Participates in the hiring of assigned staff, recommending selection for management approval.
  • Assists in the development and implementation of the annual budget and departmental goals.
  • Evaluates employee performance, counsels employees and effectively recommends initial disciplinary action and other personnel decisions.
  • Reviews, analyzes and develops projects and determines project priorities and scheduling; estimates personnel, resources and time required for project completion.
  • Utilizes or directs the utilization of computers and software programs for various technical projects and studies.
  • Develops, implements, maintains and updates the General Plan.
  • Confers with County staff, public and private officials, citizens and civic groups.
  • Advises the Community Development Services Director, the Planning Commission and the Board of Supervisors on aspects of County planning; presents and justifies proposed plans, plan revisions, ordinances and other recommendations involving both current and advanced planning objectives.
  • Conducts comprehensive housing and land use planning studies; directs current planning activities, including the County's development review process involving zoning, development applications, subdivisions, environmental review and design review activities.
  • Directs and participates in preparation of planning studies, including analysis, review and presentation of narrative and statistical findings and recommendations.
  • May serve as Executive Officer to the Local Agency Formation Commission and provides staff leadership and technical assistance to other boards and commissions.
  • Maintains effective relations with a variety of community organizations, groups and other individuals.
  • Directs the preparation of and prepares a variety of written materials, including staff reports, memoranda, administrative and technical interpretation and recommendations and correspondence.
  • Knowledge of :

  • Administrative principles and methods, including goal setting, program and budget development and implementation and employee supervision.
  • Principles, procedures, standards, practices, urban information sources and trends in the field of planning.
  • Application of land use, physical design, demographic, environmental, and social / economic concepts to the planning process.
  • Statistical analysis techniques related to community and urban planning.
  • Application and interrelationships among ordinances, policies, standards, procedures, and practices associated with the planning function.
  • Applicable federal, state and local laws and regulations.
  • Terminology, symbols, methods, and techniques used in planning and map drafting. Local government organization functions and practices.
  • Skill in :

  • Planning, assigning, supervising, reviewing and evaluating the work of staff.
  • Performing and coordinating current and advanced planning activities, such as data collection and analysis, and the preparation of reports and recommendations pertaining to complex issues.
  • Interpreting laws, policies, procedures, regulations, maps, specifications, site and building plans, graphs and statistical data.
  • Directing the preparation of visual displays, such as maps, graphs, and statistical data.
  • Exercising sound independent judgment within established guidelines.
  • Representing the County effectively in meetings with others.
  • Establishing and maintaining cooperative working relationships with those contacted in the course of the work.
  • Other Requirements :

  • Must possess a valid California driver's license.
  • Desirable Education and Experience :

  • A typical way to obtain the knowledge and skills outlined above is : Equivalent to graduation from a four-year college or university with major coursework in city or regional planning, urban planning, or a closely related field, and five years of professional planning experience, two years of which has included lead direction of staff or project management.

    LICENSES

    Some classifications require possession of valid professional and / or technical licenses. Some classifications may require the possession of a valid California driver’s license.

    PROBATIONARY PERIOD

    Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

For law enforcement positions you will be required to verify your U.S. citizenship or legalized status.

    DISASTER SERVICE WORKERS

    All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
