Equipment Mechanic II
The Fleet Services Division has two sections, Heavy Equipment and Motor Pool. Fleet Services provides competitive procurement, maintenance and disposal of road construction equipment to ensure safe operating equipment. The Heavy Equipment maintenance garage maintains 120 pieces of heavy equipment, plus approximately 100 pieces of support equipment, primarily serving the Road Maintenance Division. The heavy equipment shop also manages a storehouse of parts.

DISTINGUISHING CHARACTERISTICS
 
Equipment Mechanic I is the entry level class in this equipment maintenance and repair series.  Initially under close supervision, incumbents learn and perform a variety of duties in the maintenance and repair of a wide variety of motorized equipment.  This class is alternately staffed with Equipment Mechanic II and incumbents may advance to the higher level after gaining the required experience and demonstrating proficiency which meet the qualifications for the higher level class.

Equipment Mechanic II is the skilled, journey level class in this series. Under general supervision, incumbents perform the full range of assigned duties. This class is distinguished from Senior Equipment Mechanic in that the latter assigns, directs and reviews the work of mechanics and others and performs the most difficult troubleshooting and repair work.
  • Performs skilled maintenance and repair of heavy and light equipment such as trucks, tractors, graders and dozers; diagnoses, repairs and overhauls gas and diesel engines.
  • Re-lines, rebushes and rebuilds cams, brake pots, valves and related parts of braking systems.
  • Performs major and minor repairs of suspension, walking beams and torque arms.
  • Repairs and replaces driveline components; overhauls rear ends, reduction power dividers, clutch assemblies, universal joints, drive shafts and related components.
  • Repairs and maintains manual, automatic and power shift transmissions, torque converters and related components.
  • Diagnoses, repairs and maintains brakes, hydraulic systems and associated power take-off equipment.
  • Rebuilds, repairs and adjusts hydraulic pumps, cylinders, control valves, motors and related components.
  • Diagnoses and repairs power and manual steering systems; electrical systems, starters, generators and related systems, components and parts.
  • Diagnoses and repairs, cleans, adjusts and installs fuel, ignition, and cooling systems.
  • Conducts safety checks and operational tests on light, heavy and related equipment.
  • Road tests equipment; drives trucks or equipment as required; inspects vehicles in the shop and field.
  • Reads and interprets manuals, drawings and specifications; estimates labor, material and equipment and orders parts required to complete assignments.
  • Makes oral and written reports of work performed; completes forms and keeps accurate maintenance records.
  • Welds and fabricates new and modified parts for truck bodies and similar equipment; installs and repairs power take-off equipment such as small electric cranes, hoists and small hydraulic lift equipment.
  • Uses and maintains a full set of hand, power and shop tools and equipment related to the work.
  • Observes safe work methods and utilizes safety equipment related to the work; safely handles and disposes of hazardous waste materials.
The level and scope of the knowledge and skills listed below are related to job duties as defined under Distinguishing Characteristics.
 
Knowledge of:
  • Methods, techniques, parts, tools and materials used in the maintenance and repair of diesel and gasoline-powered light and heavy equipment.
  • Operation and maintenance of a wide variety of hand, power and shop tools and equipment common to the field.
  • Safe work methods and safety regulations pertaining to the work.
  • Shop mathematics.
Skill in:
  • Diagnosing and repairing a wide variety of light and heavy equipment, vehicles and equipment.
  • Operating and maintaining a variety of hand, power and shop tools and equipment used in the work.
  • Estimating necessary materials and equipment to complete assignments.
  • Reading and interpreting manuals, specifications and drawings.
  • Exercising independent judgment and initiative without close supervision.
  • Preparing basic records and reports.
  • Establishing and maintaining effective working relationships with those encountered in the course of the work.
  • Understanding and following oral and written instructions.
Other Requirements:
Must possess a valid California driver's license. Must obtain a Class B driver's license within 120 days of employment. Must possess sufficient strength and stamina to lift and remove or install parts weighing up to 100 pounds and must be willing to work evening and weekend shifts.
 
Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
 
Equipment Mechanic I: Two years of experience in the maintenance and repair of vehicles and heavy construction equipment. Successful completion of appropriate trade school or technical coursework in diesel or gasoline-powered mechanics may be substituted for the required work experience on a year for year basis to a maximum of one year.
 
Equipment Mechanic II: In addition to the above, EITHER two years of experience at a level equivalent to the County's class of Equipment Mechanic I class OR completion of a recognized apprenticeship in the vehicle/equipment repair trade.

CalPERS RETIREMENT PROGRAM

Employees fall into one of the following tiers based on the date you first start working for the County or any other employer that uses CalPERS for retirement.

  • Tier I - Prior to 7/5/2012: 2.7% @ 55
  • Tier II - Post 7/6/2012: 2% @ 55
  • Tier III - Post 1/1/2013: 2% @ 62

 

If this is your first job with a CalPERS employer, you’d be in Tier III.

  • 2% means that for every year you work for the County, you will receive 2% of your maximum annual pay rate for every year that you work for us (or other CalPERS employers) if you work the required minimum number of years (that’s called vesting) and retire after the age following the @.
  • If you work 20 years and retire at 62 years of age, you will receive 20 x 2% or 40% of your maximum annual pay rate every year in retirement payments.

 

SELECTION PROCEDURE

The County runs its hiring on a set of rules to ensure that it is fair.  Hiring and promotion are based on performance and having the best qualifications for the job. “Examination” doesn’t always mean taking a test, sometimes it just means how we compare your application to others who have applied, and an “oral examination” means a scored and structured interview.

LICENSES

Some classifications require possession of valid professional and/or technical licenses. Some classifications may require the possession of a valid California driver’s license.

 

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

 

EMPLOYMENT ELIGIBILITY

It is the County’s intention to hire only those workers who are authorized to work in the United States, pursuant to the Immigration Act of 1990. If you are offered employment, you will be required to verify your eligibility to work in the United States.  For law enforcement positions you will be required to verify your U.S. citizenship or legalized status.

 

DISASTER SERVICE WORKERS

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
