This is a salaried, professional and supervisory position providing direct supervision in the Family and Children Section of the Health and Human Services Department. The primary responsibility of this position is direct supervision of Child Protective Services and Youth Justice units. This position may also provide administrative direction and professional development of assigned social workers and paraprofessional staff.

  • Provides direct supervision and guidance of Child Protective Services and Youth Justice workers to ensure child / community safety, permanency and well-being.
  • Assists the manager in hiring and supervising, training, coaching, evaluating, scheduling and monitoring of work of employees assigned to the Family and Children's Department
  • Provides evaluation of assigned staff and disciplinary actions as necessary in collaboration with the Children and Family Services Manager, DHHS Director and Human Resources Manager
  • Reviews and approves Child Protective Service family assessments, case plans, and other required reports and documentation in compliance with the current Wisconsin Statewide Automated Child Information System (eWiSACWIS).
  • In collaboration with the Children and Family Services Manager, ensures workers are conforming with state laws, standards, mandates and agency policy and procedures
  • In collaboration with the Children and Family Services Manager, may provide administrative direction to Children and Family staff, including paraprofessionals.
  • Assists in assuring professional development of assigned social workers and paraprofessional staff
  • Trains assigned social workers and paraprofessional staff and / or assigns appropriate staff to provide training to new social workers as needed
  • Collaborates with the Children and Family Services Manager to prepare the division's budget, monitor, expenditures and revenues
  • Collaborates with Children and Family Services Manager to plan, evaluate, and provide data as requested, to assist Manager in statistical, narrative, and analytical reports to determine department's services and needs
  • Participates in community planning relative to children & family initiatives
  • Collaborates with Manager to review department performance against established goals and objectives, both internally and externally developed
  • Assists in implementing agency changes to effect continual quality improvement in services provided
  • Ensures compliance with statutes regarding Child Protective Services and Juvenile Justice. Responsible for compliance with and fulfilling obligations of Wisconsin State Statutes - chapters 46, 48 and 938
  • Assists the Children and Family Services Manager in creating and carrying out an effective staff development program, including in-service training and appropriate use of educational resources
  • Collaborates with the Children and Family Services Manager to create division policy and procedure development and in review and changes to policy and procedures
  • Assures positive coordination and collaboration with other service divisions within DHHS
  • Assists in developing new programs and services to meet client needs.
  • Collaborated with Children and Family Manager to assure compliance with state and federal laws, state standards, social work "best practices," and administrative rules
  • Assists in grant writing and / or consortium activities designed to enhance services as requested by Children and Family Services Manager
  • Cooperates and communicates with other agencies, officials, and citizens in planning for community services
  • Evaluates and plans programs and services to provide client choices, education, health care, housing, training and employment essential to the prevention, reduction of dependency, abuse, neglect or exploitation
  • Stays current on social and economic problems and the way in which these problems affect individuals and families
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws throughout the department
  • Performs other duties as assigned by Manager

Qualifications and Education Requirements

  • Graduation from accredited college or university with a Master's Degree in Social Work, Psychology, Sociology or related field. May consider a Bachelor's Degree with five years of relevant experience
  • Four years social work experience with demonstrated competency providing services to abused / neglected children and families
  • Preference is given to persons with an advanced degree and progressive case practice and experience
  • May consider other relevant combinations of education and experience that provide equivalent knowledge, skills, and abilities
  • Valid driver's license and access to personal transportation, or other reliable means of transportation, for countywide travel
  • Must pass criminal record check under the Wisconsin Caregiver Law
  • Knowledge, Skills and Abilities required

  • Knowledge of Wisconsin Statutes and Administrative Code pertaining to social services, child protections and juvenile justice
  • Comprehensive knowledge of social work principles and methods in the field of child protective services, youth justice, family dynamics, individual and group behavior
  • Considerable knowledge of laws, standards and mandates relating to child protective services, and the legislative intent of Chapters 48, 938, and 56
  • Thorough knowledge of current social and economic problems and the way in which these problems affect families and individuals
  • Knowledge and proven experience in effective interventions including trauma informed practice and evidence-based practice
  • Comprehensive knowledge of community agencies and health resources and ways in which these resources may be available to people in need
  • Ability to plan, organize and coordinate a variety of service delivery systems, to most effectively achieve program objectives
  • Ability to direct and supervise the work of others
  • Ability to exercise good judgment in appraisal of situations and in making decisions, planning, and directing work activities
  • Ability to work well with staff and the general public as well as County department heads, County Board members, collateral agencies, and various agencies and officials, such as the Ho-Chunk Nation, in a pleasant and understanding manner
  • Strong communication skills, both oral and in writing
  • Ability to read and interpret documents, and laws in the English language
  • Ability to listen to and understand information and ideas in spoken and written format so individuals may effectively understand and convey communications
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals
  • Ability to compute rate, ratio, and percent
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Inductive and deductive reasoning - ability to combine separate pieces of information, or specific answers to problems, to form general rules or conclusions; includes coming up with a logical explanation for why a series of seemingly unrelated events occur together and deciding if an answer makes sense
