HUMAN RESOURCES BUSINESS PARTNER / HR SYSTEMS & DATA MANAGEMENT SPECIALITY   Kenosha County is seeking a well-rounded Human Resources Professional with a strong aptitude and experience in HR systems and data management to serve as a Business Partner for assigned employee groups and to take a lead role in HR systems and data management.  As part of a team of HR professionals, this HR Business Partner will support the department/division managers to assigned workgroups in the following functional areas:  recruitment and retention, policy implementation, employee relations, performance management, leave administration, risk management, and employment law compliance.  This role will be key in supporting the HR team as we implement a new HCM system.   The successful candidate must be willing to roll up their sleeves and help get the job done, whatever HR job that may be.  Our team is committed to serving the employees of Kenosha County.   2025 Hiring Range:  $71,530 – $85,155 annually   DUTIES AND RESPONSIBILITIES Oversee consistent application of and assist in the development and implementation of County-wide and departmental policies and procedures in assigned workgroups. Work with departmental hiring teams to manage new hire recruitments and lead onboarding for assigned workgroups. Engage in employee relations matters, coach managers, and be a proactive partner with leadership regarding performance management. Assist managers with carrying out disciplinary action, up to and including terminations, in consultation with the HR management team. Process employee claims for A&S program, FML, Worker’s Compensation and other leaves for assigned workgroup in conjunction with payroll. Conduct workplace injury investigations and coordinate return to work plans as needed. Actively lead Safety Committee meetings, as applicable. Communicate elevated issues, concerns and deliver feedback to HR management team in a timely and professional manner.  Develop and maintain strong working relationships with leadership, particularly with assigned divisions. Keep abreast of HR laws, best practices and industry trends; actively engage and contribute to the HR team; monitor culture within assigned divisions. Recruit at job fairs, career days, colleges/schools, and other public events. Develop and implement local recruitment campaigns, including sourcing resumes and applications, pre-screening, interviewing, testing, background checks, and job offers. Conduct/initiate exit interviews. Assist with compensation management as needed. Provide new hire benefit orientations to new employees and assist with benefit election process.  Communicate and monitor processing of employee changes to payroll and the HR Specialist and HR Assistant. Alert HR leadership team and/or department head of safety issues and employee concerns as appropriate. Process unemployment claims and provide information related to employee unemployment insurance claims investigations and represent County at hearings. Assist with coordination and/or facilitation of established training, including OSHA, First Aid, Drug Free Workplace Program, Diversity and Inclusion, Employment Law and supervisory training. Field employee complaints; conduct employment investigations related to workplace policy violations and/or harassment/discrimination complaints. Provide information to defense with legal counsel on response to complaints filed against County involving employment related matters. Serve as HR contact person for training of HCM system, provide technical assistance and training to HR staff and other users of the HCM and oversee the HCM system and ensure it operates effectively and efficiently. Develop and maintain reports, dashboards, and analytics to provide insights into metrics and trends; ensure accurate and up-to-date employee records and data validation to ensure data integrity. Lead the ongoing maintenance and upgrades of the HCM system.  Participate in testing activities, identifying issues, documenting processes and updating training material.  Identify and implement improvements to HR processes and workflows within the HCM. Perform other work as required or assigned.   MINIMUM ENTRANCE QUALIFICATIONS Education and Experience Bachelor's degree in Human Resources, Business Administration, Public Administration, Risk Management or related field or a combination of applicable education and experience. Three years of HR generalist experience.   PREFERRED ENTRANCE QUALIFICATIONS Education and Experience Public sector HR experience preferred. Previous HR systems and data management work experience. Previous experience with HCM implementation and/or maintenance – Ceridian Dayforce and UKG preferred.   Licenses or Certifications PHR Certified Professional, SHRM Certified Professional and/or IPMA-HR Certified Professional   Other Job Requirements Valid Driver’s License and acceptable driving record. Access to insured vehicle for work-related travel between various work locations. The ability to work in non-standard business hours, including evening meetings.   COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES Knowledge of Federal and state labor laws, and county policies and ordinances; worker’s compensation and claims management; Family and Medical Leave Act – Federal and State regulations; fielding EEO complaints/employee relations situations. Knowledge of public sector principles and practices of employee policies/employee relations and public sector labor relations; public sector employment investigation practices. Knowledge of interviewing methods and techniques; principles and practices of employee discipline/corrective action. Knowledge of HCM software and systems; and familiarity with computer databases and systems. Skill in written, verbal, and interpersonal communication; Microsoft Office, including Outlook, Excel, Word and Teams; time management; organization; conflict resolution; active listening; and adaptability. Skill in data collections, organization, analysis and interpretation of HR data related to HCM data management; HCM implementation, maintenance, training, and report writing/maintenance. Ability to work with Microsoft Excel spreadsheets; gather, organize, and evaluate data; troubleshoot technical issues and identify solutions related to HCM systems and learn new software applications. Ability to analyze laws in specific situations and make recommendations; conduct in-depth investigations, analyze findings, and recommend appropriate disciplinary action; and support actions to a variety of audiences including legal complaints and employee grievances.
