Position Summary and Job Duties
The Unified Communications Analyst is responsible for supporting the infrastructure of the entire IP network including both phone-based, video, software, and other network communications, such as network-based solutions related to the switching and security infrastructure. This includes managing all projects for VoIP initiatives, planning network and technology roadmaps, configuring and optimizing all network services and VoIP telephone systems and services; both internally and those integrated with Internet-based services. Also, the Unified Communications Analyst mandate will be to maintain SLAs for all organizational network services and applications.

Also, the Unified Communications Analyst mandate will be to maintain SLAs for all organizational network services and applications.
- Design and support network and VoIP infrastructure and its associated software, including network routers, firewalls, switches, Wi-Fi, IP-PBXs, call management systems, voice mail, and interactive voice response.
- Where necessary, plan for management or phasing out of legacy hardware, software, and telephony systems and other switch-based technologies.
- Select, deploy, and utilize appropriate tools for reporting and routing of IP traffic on the network.
- Provide support and line communication maintenance for all analog phone services to include individual analog services and fax lines.
- Provide day-to-day technical and administrative support of network, phone, and video conference systems.
- Provide work estimates and budget for IT initiatives that include voice, video, or network services.
- Assist and monitor firewall rules, policies and procedures. Stay current on security trends that are applicable to securing the environment.
- Define and document best practice procedures for implementation and maintenance of the environment.
- Collaborate with System and Network Architects for upgrades to operating systems, hardware, etc.
- Remain current on new protocols, products, and standards in support of network and VoIP systems development and equipment procurement.
- Integrate IP telephony and other network related systems with enterprise LANs, WANs, wireless LANs, and other Internet-based services and protocols.
- Provide leadership for implementing new VoIP products or services, as well as the technical resources required to manage them.
- Collaborate with help desk to resolve trouble tickets and mitigate end-user issues with VoIP hardware and/or applications.
- Assist with the installation planning and maintenance of network cabling.
- Assist with the configuration, upgrading and/or replacing network hardware to remain compliant with security standards and protocols.
- Perform telephony audits as necessary.
- Monitor and identify capacity and performance issues for network, video, and VoIP traffic to ensure continued, uninterrupted operation of telephony systems.
- Collaborate with network Technicians or administrators to ensure that VoIP traffic does not interfere with or hinder network data traffic.
- Conduct testing and development disaster recovery plans to detect faults, minimize malfunctions, and backup systems.
- Coordination and planning of UPS system; supporting maintenance, updates, assessments for power consumption and management.
- Stay current on security-related trends and make recommendations based on research.
- Other duties as required or assigned.
Required Education and Experience
- Associate Degree in the field of telecommunications, networking or computer science and three (3) years of professional work experience in similar areas; or
- Five (5) years of professional work experience in the fields of telecommunications, networking, or computer science, if no formal college education.
- Certifications in Cisco, Microsoft, or other applicable network and security certifications.
- Must possess a valid driver’s license at time of hire and maintain during incumbency.
- Access to an insured vehicle during workday to travel between County facilities, as needed.
- Knowledge of VoIP/IP telephony systems, software, and hardware, including Cisco Communications Manager, UCCX, Unity Connection, Jabber, and InformaCast.
- Knowledge of hands-on configuration and optimization of network, video conferencing and VoIP equipment, including Cisco enterprise routers and switches, enterprise firewalls, and WIFI networks.
- Knowledge of hands-on protocols for SIP, H.323, TCP/IP, MGCP, and other applicable protocols.
- Knowledge of Cisco network and VoIP operating systems.
- Knowledge of cabling and wiring systems, design, and installation.
- Knowledge of VoIP QoS issues and mitigation strategies.
- Knowledge of organization’s goals and objectives.
- Skill in LAN, WAN, and WLAN design and implementation.
- Skill in interpersonal skills, oral communication skills, and proven analytical and problem-solving abilities; providing strong customer service; and working in a team-oriented, collaborative environment.
- Skill in providing general IT help desk support.
- Ability to prioritize and execute tasks in a high-pressure environment.
- Ability to apply appropriate switch configurations applicable to the VoIP and overall network architecture.
- Ability to effectively communicate and work with vendor support, end-users, IT personnel and other stakeholders.
- Ability to operate tools, components, peripherals, and testing accessories.
- Ability to read and interpret technical documents and manuals.
- Ability to research, recommend and purchase telecommunications equipment.
- Ability to conduct research for IP telephony issues and infrastructure-based solutions.
- Ability to provide after-hours and on call availability.
- Ability to problem solve and show a technical ability.
- Ability to always remain professional and courteous.
