The Developmental Disabilities Specialist is primarily responsible for the implementation of the county developmental disabilities (DD) program under the Human Services Manager. The DD program staff works within the Human Services Division, which will include additional work for clerking and managing advisory boards and committees administered by the Kittitas County Public Health Department. Must maintain courteous and cooperative working relationships with administrative and other County personnel, public agencies, and the general public, and work under the guidance of Local/State/Federal regulations and County policies/procedures. 32 Hours/Week.

EXAMPLE OF DUTIES
Contract Oversight and Management under the direction of the ManagerEnsure County compliance with state Developmental Disabilities Administration (DDA) contract including confidentiality, data security, employment service provider monitoring, authorization of services, compliance with state law and guidelines, maintaining a County advisory board, attending state-wide meetings, reporting, etc.Develop, process, oversee, and ensure compliance for sub-contracts with employment and community information service providers.Interpret and apply federal and state regulations to ensure program and planning compliance.Participate in and provide information for DDA monitoring of the County DD program and contract.Develop and submit an annual Spending Plan for the DDA contract in collaboration with department fiscal staff.Work with the Human Services Manager and fiscal staff to create and manage the program budget.Work closely with the Human Services Manager and fiscal staff to safeguard public funds, establish and maintain adequate internal control systems, and comply with all fiscal requirements and oversight as stipulated in the DDA contract.Develop, process, oversee, and ensure compliance for contracts with community information service providers.Collect and review quarterly reports.Work with the department fiscal staff on appropriate billing and payment procedures and oversight.Coordination with Employment Service Providers Under the direction of the ManagerDevelop measurable goals for employment services in conjunction with the employment service providers.Approve and process county service authorizations in coordination with employment service providers and the local DDA office.Monitor and evaluate employment service providers for compliance with contracts, laws and regulations, and DDA criteria.Verify and review provider billing information and work with department fiscal staff on contract billings and payments.Collect and review client progress reports from employment service providers.Maintain and distribute updated list of qualified employment service providers.Organize and facilitate regular communication with employment service providers for questions, clarifications, input and feedback, sharing of new policies, training opportunities, etc. Provide technical assistance to employment service providers as necessary or upon request.Submit and maintain comprehensive fee/rate schedules for approval to DDA.Issue and review regular Requests for Qualifications for qualified employment service providers.Kittitas County Developmental Disabilities (DD) Advisory BoardAttend and assist with facilitation of the Kittitas County DD Advisory Board including communications, announcements, scheduling, agendas, and reminders.Assist in recruiting Board members.Assist in updating and ensuring compliance with bylaws.Prepare DD program updates for Board meetings.Obtain Board input on employment services goals, the Kittitas County Developmental Disabilities Biennial Plan, Kittitas County processes and procedures, and recommendations on funding allocations. Support the Human Services Division in facilitating interaction and communication between the DD Advisory Board and the Board of County Commissioners. Administrative Support for Human ServicesAssist Human Services staff with advisory committees and boards including clerking duties.Assist Human Services Manager to provide oversight and support for board and committee tax and fee revenue funding distribution processesAssist with management of awarded contracts deliverables and finances.OTHER FUNCTIONSProvide back-up coverage to other Human Services Division positions, as needed.Complete data entry tasks and assemble reports; produce emails, memos, and letters; utilize routine forms and recommend process improvements to the Human Services Manager. Assist with the preparation and presentation of training materials as neededAll positions within the Public Health Department will assist as needed in the event of a public health emergency.This job description is a summary of the primary functions and expectations for this position. SUPPLEMENTAL INFORMATION
The standard working schedule is Monday – Friday; variations including occasional evening and weekend work may be required. Employees must be able to work onsite in the Kittitas County Public Health Department, however hybrid work options may be available on a case-by-case basis upon approval from the Public Health Director. Regular and reliable attendance and punctuality are required.Work is typically performed in an office environment but may include other environments. Sustained posture in a seated position and prolonged periods of computer operation; use of standard office equipment; strength to lift, pull, push and/or carry up to 25 pounds; vision to read printed materials and a computer screen, and hearing and speech to communicate clearly in person or over the telephone. Work in outdoor environments may include exposure to inclement weather such as temperature extremes and windy, dusty, or smokey conditions; must be able to traverse a variety of walking surfaces as needed, including stairs. Safety rules and policies must be adhered to at all times, including proper lifting/carrying techniques and use of PPE when required.Local and out-of-state travel will occur with some frequency. Must be able to safely operate a motor vehicle in all weather conditions and levels of daylight. Employee may be required to utilize their private vehicle in the performance of job duties but will be reimbursed for mileage.Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
