General Summary
Under the direction of the Controller/Administrator, supervises a staff engaged in the repair and maintenance of county buildings, grounds and parks. Oversees the building preventive maintenance program. Develops specifications for projects to be contracted and oversees the work of contractors. Oversees the countys vehicle fleet including purchasing and maintenance of vehicles. Maintains the county telecommunication systems. Develops and administers a program to provide parks and facilities programs. Inspects parks to evaluate operations. Responsible for overseeing implementation and compliance with park grants.
Essential Functions
- Directs, through a maintenance supervisor. And facilities manager, all custodial and maintenance staff and is responsible for hiring, overseeing and training, scheduling, assigning work, reviewing and evaluating performance, and dealing with employee relations issues.
- Oversees all ground and parks maintenance including snow, removal, mowing, and minor repairs.
- Reviews requests for troubleshooting on building mechanical systems including the jail security system, determines appropriate action and sets priorities.
- Plans, develops and implements new methods and procedures to improve maintenance operations.
- Determines the need for outside contractors, prepares bid specifications, reviews bids, and selects contractors. Serves as liaison with contractors and reviews work of contractors for conformity to standards.
- Develops and presents proposed general budget and public improvement budget to the Board. Monitors expenditures and ensures compliance with budgetary guidelines. Prepares and submits vouchers for payment of bills. Works with all departments to develop, monitor and implement their public improvement fund budget.
- Maintains the countys vehicle fleet including the purchasing of replacement vehicles. Negotiates contracts with outside vendors for all minor and major vehicle maintenance monitors and oversees vehicle maintenance schedules.
- Monitors the countys phone system including overseeing installation of fiber optic lines. Serves as liaison with service providers for hookups, troubleshooting and servicing.
- Serves on several committees related to risk management, purchasing and security. Collaborated with department managers on safety and security policies and procedures. Oversees building security measures.
- Manages the Countys Capital Improvement budget. Participates with the County Administrator and the Board of Commissioners in the review and approval of departmental requests. Monitors expenditures against each departments Capital Improvement budget.
- Schedules use of county buildings and park facilities reservations for public and non-public functions.
- Ensures that staff is kept current on all applicable County policies, Federal and State regulations, and other safety procedures. Remains up to date on fire code, OSHA, ADA, and other regulations affecting facilities management.
- Responsible for planning and updating long range maintenance and improvement plans for all County buildings, parks and equipment.
- Negotiates rates and prepares leases for county owned rental properties.
- Maintains inventory of maintenance supplies and orders and stocks as necessary. Interviews vendors and orders parts, maintenance and custodial supplies.
- Reviews requests for maintenance work in county buildings, determines appropriate action, and set priorities.
- Create Develops and maintains a preventive maintenance program for all mechanical equipment and systems. Incorporates manufacturers suggested systems and parts checks on all facility equipment into an ongoing preventive maintenance schedule. Prepares schedules and makes assignments. Maintains related records.
- Acts as an enforcement officer enforcing County rules and regulations of parks.
- Manages and develop of park land as approved by the Board of Commissioners, and supervises the planning development, and maintenance of these lands to provide park facilities.

Employment Qualifications
Education: Bachelors degree in Public Administration Business Management or closely related area with advanced skills training in construction management, electrical, plumbing, and HVAC, or equivalent experience.
Experience: Five years of progressive experience providing familiarity with the building trades, HVAC systems, vehicle fleet management, or other facility manager responsibilities. Prior supervisory and administrative experience desirable.
Other Requirements: Possession of a valid Michigan drivers license.
