GENERAL DEFINITION :

This is legislative research work at the full performance level. A position in this class conducts research into, studies and analyzes situations for potential and / or actual use in legislation, policy and / or administrative processes for the County's legislative branch. Work includes retrieving, analyzing and presenting information on issues of current or potential interest to the Board, both individually and collectively, and developing legislative documents. The position in this class is responsible for oversight and maintenance of the Board's Intranet / Internet Legislative Research Project. A position in this class is differentiated from those in related ones by the specialized nature of the work for the legislative branch. The position in this class reports directly to a higher-level administrative position (Clerk to the Board), as well as directly to the elected Commissioners.

In the absence of the Clerk to the Board, a position in this class serves to direct the provision of all staff support services for the County's legislative branch. The position in this class is responsible for facilitating the accomplishment of the legislative process to its members, both individually and collectively, and insuring that appropriate protocol is followed.

TYPICAL EXAMPLES OF WORK : (Illustrative Only)

Attends regular and special meetings of the Board and its committees, recording discussions, issues and questions raised for own use; writes summaries of same, highlighting important points for future reference; attends meetings of special interest and / or advisory groups to determine issue of interest, identify areas of overlap with or impact on Board concerns, and provide information about the legislative process, plans, etc.; monitors Federal and State activities, proposals and plans for actual and / or potential local impact; contacts other governmental bodies for information, examples of legislation, policies and administrative procedures pertaining to particular issues being addressed; works with internal Board staff and other County department personnel to gather information necessary to pursue course of research.

Studies all proposed ordinances under consideration; identifies impact of each on budget, staffing and other situations; writes reports of those impacts for Commissioners use in considering proposed legislation; conducts special studies and analyses to answer specific questions such as the study of debt data to determine associated millage; identifies applicable State and local codes and regulatory requirements and determines the existence and / or extent of legal parameters affecting issues under consideration; requisitions such information and / or opinions from the Law Department.

Develops outlines and writes summary and / or detailed reports of findings; lays out reports, including supporting statistical and narrative data; summarizes lengthy and / or obscure documents for ease of use by Commissioners; records and makes reports of rationale followed as well as actions taken at and by committees for future reference; drafts legislation or requisitions Law Department for such drafts, depending on the nature of legislation; makes oral reports prior to, or in place of, written reports depending on nature and schedule of assignment.

Assumes the following responsibilities in the absence of the Clerk to the Board : Receives and routes legislation from external sources to appropriate committee for its consideration; places legislation on agenda; initiates subsequent tracking system; makes committee assignments for recommendations on agenda items; works with committee members to establish schedules for meeting dates, legislation under consideration, enacted, etc; reporting discussion and recording actions of regular and special Board and committee meetings; certifies approved legislation by signature; plans, assigns and reviews work assignments for office staff; approves work schedules; evaluates work performance and participates with committee conducting formal performance evaluations; orients Commissioners and employees; trains new staff members; reviews budget instructions; projects expenditures for year, assembling supporting materials and reviews with Board Chairman; submits completed budget to Fiscal Department; explains and defends budget at official budget hearings; administers budget through authorization of bills for payment, review and reconciliation of reports and transfer of monies among line items as needed.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :

Thorough knowledge of the principles and practices of public administration, particularly as they relate to the legislative process.

Knowledge of the methods and techniques commonly used in legal research and analysis work.

Skill in interpreting and extrapolating from statutory and regulatory material and producing reports of same for use by individuals with varying interests, assignments and availability.

Knowledge of the methods and techniques commonly used in governmental budget and personnel work, including the supervision of a small support staff.

Skill in organizing and managing workflow in support of individuals with varying interests, assignments and availability.

Ability to learn the specific functions, organization and services of the County government.

Ability to learn specific State and local statutes pertaining to the legislative process and regulatory requirements.

Ability to communicate effectively both orally and in writing, including producing clear and accurate reports on various subjects and with multiple sources.

ACCEPTABLE TRAINING AND EXPERIENCE :

Education equivalent to completion of a bachelor's degree program.

One to three years administrative experience in government, a quasi-governmental or community interest agency, or similar environment. Specialized education in public administration, political science, or economics, may be substituted for up to one year of experience.

Or any equivalent combination of acceptable training and experience which has provided the knowledge, skills and abilities cited above.
