SUMMARY/OBJECTIVE:


This is professional, supervisory work in a jail or community corrections setting, including oversight of case managers and clerical support staff.

An employee in this position plans, organizes and directs numerous, complex and diverse programs of classification, social services (including case work; counseling), and classroom education for inmates, coordinating provision of said services with applicable security policies, practices and standards, and with applicable law. This position consults with, or assists, the Deputy Warden of Treatment, or immediate supervisor, in long-range, strategic planning; acute-response strategy and tactics; and consults and collaborates with custody staff in coordinating treatment, education, security, and other corrections services. An employee in this position reports directly to the Deputy Warden of Treatment or the Warden at the community corrections center; some or all of whose duty he/she may assume in their absence.


POSITION DUTIES AND RESPONSIBILITIES:


Assists, advises, and collaborates with supervisor in establishing treatment policies and procedures, programs, goals, objectives, priorities and work schedules for the department as a whole as well as lower-level treatment personnel.

Assists in the administration of a classification system for proper housing of inmates within the institution and is a member of the Classification Review Committee. Performs criminal history checks on newly incarcerated inmates as part of the classification process.

Supervisor of Case Managers and clerical support staff. Assists in the hiring process and establishes orientation and ongoing training for lower level treatment personnel. Counsels and initiates discipline in accordance with facility, department and county policy directives.

Determines and approves appropriate services, treatment plans, and program agreements, making the referrals for all classes and programs. Additionally, provides this information, as well as recommendations regarding inmates to Judges, parole officers, attorneys, and other authorized parties upon their request.

Coordinates, plans, organizes, and acts as a liaison for education, religious, recovery, and internship programs. Recruits, screens and trains civilian volunteers for programs. Performs criminal history checks on all civilian volunteer candidates.

Reviews work release recommendation packets, outside clearance packets, restricted housing status, and internal institutional inmate employment recommendations.

Performs casebook reviews of case manager's caseloads as well as performance evaluations of all lower level treatment personnel. Leads with an emphasis and focus on the reentry process of all inmates and residents.

Prepares statistics of the treatment department activities and functions and provides those statistics to supervisor on a quarterly basis.

Serves as one of the jail's Grievance Coordinators, working directly with the Warden to record, process, evaluate, resolve and respond to inmate grievances; receives, evaluates, and resolves inmate complaints and issues before escalation to higher administration levels.

REQUIREMENTS AND QUALIFICATIONS:


Thorough knowledge of the criminal justice system to include judicial processes, probation and parole, and human services.

Knowledge of the principles and practices of modern corrections. Knowledge of the principles and practices of modern social services/counseling/case management.

Ability to identify, analyze, and respond to institutional administrative and operational concerns as they affect inmates' rights and needs.

Ability to communicate clearly, orally and in writing.

Ability to understand and carry out complex oral and written instructions.

Ability to work efficiently and accurately, in an inherently stressful environment, with occasionally irregular work hours.

Education equivalent to completion of a Bachelor's degree program, with major course work in criminal justice, social service, or related field.

Three to four years experience in social service or criminal justice work, which shall have included two years of inmate counseling, treatment or similar work.

Or any equivalent combination of acceptable training and experience which has provided the knowledge, skills and abilities cited above.
