The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance abuse. The Department of Consumer and Business Affairs is seeking qualified candidates to fill emergency Consumer and Business Affairs Specialist vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet all the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent positions to Consumer and Business Affairs Specialist.

Analyzes Federal, State, and local legislation governing consumer protection, and  rules and regulations promulgated by Federal, State and local regulatory agencies, and recommends changes in existing legislation, adoption of new legislation, or regulatory changes as necessary.

  

Conducts special projects, assignments, and management studies concerning departmental programs and initiatives.

 

Assists senior management to develop new systems, implement administrative policies and procedures, and drafting appropriate protocols  for meeting the objectives of the department.

 

Acts as liaison between department management and representatives of Board offices, County departments, commissions, and other governmental jurisdictions on consumer protection, outreach, or educational issues.

 

Analyzes data and prepares correspondence and reports on department activities.

 

Responds to sensitive or complex inquiries or complaints on consumer protection issues and prepares official correspondence and materials as necessary.

 

As assigned by senior management, prepares analyses and recommendations to the Board of Supervisors on consumer protection issues.

 

Represents senior management at meetings with other County departments or outside agencies.

 

Supervises staff, as needed. 

MINIMUM REQUIREMENTS:

OPTION I:

One (1) year of experience supervising consumer affairs staff, providing technical and administrative oversight to staff engaged consumer programs involving real estate, dispute settlement, small claims court counseling and other protections programs and initiatives.

OPTION II:

Two (2) years of experience investigating, mediating, or resolving complex matters and disputes in connection with consumer and business-related services and programs. Complex consumer related service matters are cases that require extensive coordination involving internal and external stakeholders and corporations or cases that may require civil or criminal prosecution and extensive investigation and are assigned extensive dispute mediation on a regular basis. 


OPTION III:


Two (2) years of experience in a public or private agency, analyzing and making recommendations for the solution of problems of organization, systems and procedures and the development and implementation of programs impacting the public in an administrative*, management**, or highly responsible specialized staff capacity***.  A Master's degree or higher from an accredited graduate school will be accepted for one year of the experience.****

SPECIAL REQUIREMENT INFORMATION: 

*Administrative capacity: Performs work typically in an administrative services branch of an organization unit, including responsibility for the development of procedures and participation in policy formulation. Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of information services, programs, and general management.
 
***Managers are responsible for making major recommendations and taking actions that have a direct and substantial effect on the agency and the programs. Managers organize, plan, implement, and control functions and programs; develop and implement policies, procedures, and guidelines; formulate short-term and long-term goals and objectives; direct and supervise staff through subordinate supervisors; allocate resources; and determine staff training needs.
 
 ***Specialized staff capacity is defined as staff experience requiring specialized knowledge of rules, regulations, and other guidelines relating to completing assignments in the program area assigned.  Knowledge is usually attained through extensive, increasingly difficult, and practical experience and training in the subject matter field.
 
****To receive credit for the required degree/coursework, you must include a legible copy of the official diploma, official transcripts, or official letter from the accredited institution which shows the area of specialization. EXAM CONTENT 

Before the end of your initial assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
