CLASSIFICATION STANDARDS:
Positions allocable to this class typically report to a departmental manager responsible for disaster/emergency service preparation or operations and perform a full range of administrative functions supporting those operations. Incumbents must have knowledge of basic communication concepts and principles to assess and recommend on a range of departmental operational issues impacted by events such as major fires, floods, earthquakes, or civil disturbances.
  • Reviews and analyzes data used in the development and implementation of emergency and disaster plans, policies, and procedures; and researches and analyzes information related to technical studies in emergency and disaster planning and recovery services.
  • Provides information to departmental staff and the public on policies and procedures related to emergency management operations; and gathers, reviews, and analyzes information for the preparation and dissemination of emergency management information, including for presentations and electronic and/or print distribution.
  • Reviews and assesses documents and processes to assist in the development and implementation of emergency and disaster training and exercises, including policies and procedures; and prepares technical documents, plans, and reports.
  • Collaborates and consults with representatives of government, public safety agencies, and the public regarding emergency management; and represents the department in public meetings with community partners and elected officials to provide information on policies and procedures and explain departmental decisions.
  • Responds to emergencies and disasters, performing duties as assigned during an emergency in which the department is involved, including during evacuations, and as needed.
  • Administers and presents emergency management training and exercises.
MINIMUM REQUIREMENTS:

TRAINING AND EXPERIENCE:
Four (4) years experience in a responsible administrative*or staff capacity** dealing with the investigation and solution of problems of organization, management, or coordination of governmental disaster or emergency services.***

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

PHYSICAL CLASS:
2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

*Responsible administrative is defined as work typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation.  Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.

**Staff Capacity in the County of Los Angeles is defined as: work performed to assist and support administration by conducting research and analysis and making recommendations to the line managers on matters such as: utilization of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing work objectives.

***Examples include but are not limited to, supporting disaster services operations such as developing emergency preparedness plans; identifying of emergency responses by analyzing, assessing documents, and reviewing existing processes; assisting in implementation of emergency/disaster preparedness programs; and coordinating training exercises to improve effectiveness of disaster/emergency programs responses, such as the Federal Emergency Management Agency (FEMA), Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS).    

NO OUT-OF-CLASS EXPERIENCE WILL BE ACCEPTED.

DESIRABLE QUALIFICATIONS:
Credit will be given to applicants who possess the following desirable qualifications:
  • Additional experience beyond the minimum requirements. 
  • Experience establishing and maintaining collaborative relationships with internal and external agencies (e.g., public, local, county, state or federal etc.) related to assessing emergency preparedness programs in the events of a major incident or disaster.
Certificate of completion for the following course:
  • ICS – 300 Intermediate Incident Command System 
  • ICS – 400 Advance Incident Command System

In order to receive credit for coursework, you may attach a legible copy of your training certificate(s) which shows the area of specialization at the time of filing. EXAMINATION CONTENT:
This examination will consist of an Evaluation of Experience based upon the application information, desirable qualifications and supplemental questionnaire weighted 100%.

Candidates who do not achieve a passing score of 70% or higher on the Evaluation of Experience will be notified by email.  SCORES CANNOT BE GIVEN OVER THE PHONE.

Candidates must meet the Minimum Requirements and achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

ELIGIBILITY INFORMATION:
Applications will be processed on an as-received basis and promulgated to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

No person may compete in this examination more than once every twelve (12) months.

SPECIAL INFORMATION:

FINGERPRINTING AND SECURITY CLEARANCE
A thorough background investigation will be conducted prior to appointment.  Any false statement or omission of material fact may cause forfeiture of employment rights. Information presented on the employment application, resume, and during the examination process is subject to verification.

Candidates who are found unsuitable for employment will be removed from the eligible list pursuant to Civil Service Rule 6.04.
