This opportunity is available for current Los Angeles County employees who have successfully finished their initial probationary period!


Current employees in the unclassified service in the County of Los Angeles Department of Health Services who meet the following criteria also qualify to participate in this exam:   


  • Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.

OR



  • Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service at the time of filing.


No Out of Class experience or withholds are allowed for this examination. Required experience must be fully met at the time of filing and clearly indicated on the application.

The team member we are searching for:

Supervises the operations of a 24-hour medical facility or call center, an automatic call distribution system, or a 24-hour non-medical telephone operating facility.

Plans, assigns and evaluates the work of assigned personnel.


Trains staff on the use of emergency response systems, of the facility's automated call distribution system, and on other telephone operator duties.


Performs HR and administrative functions to include timekeeping and conducting performance evaluations.


Performs the duties of a telephone operator or radio telephone operator.


Handles problem telephone calls and service complaints referred by operating staff.


Screens emergency calls and handles them directly or refers calls to the proper person.


Trains telephone operating personnel and radio telephone operators in techniques and procedures and participates in evaluating their performance.


Provides response systems in-service to customer care representatives on a regular basis.


Prepares periodic statistical reports on equipment status, orders and supplies, and compiles and updates emergency instructions.


Activates engineer's beepers for after-hours urgent repairs and facilities call with documentation.


Performs various clerical duties and incidental typing.


Reports unusual incidents and unsatisfactory working conditions to the facility's supervisor.


Attends meetings in the absence of the higher-level supervisor.

Requirements to Qualify:

Option I: One year of experience with Los Angeles County at the level of Senior Telephone Operator*.


Option II: Two years of experience with Los Angeles County at the level of Telephone Operator**.


LICENSE:

A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.


PHYSICAL CLASS II - Light:

This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.


DESIRABLE QUALIFICATIONS:  Additional credit will be given to applicants that possess the following desirable qualifications:

  • Any additional experience in excess of the Selection Requirements for the qualifying option. 
  • Experience operating a SPOK system****.
  • Experience with any of the following software programs: 
  • Microsoft Word, which includes writing, proof reading and correcting memos, letters, CVs, and using advanced formatting and track changes to prepare a wide variety of documents to support management by preparing communication, reports, presentations, dossiers, and other products.
  • Microsoft Excel, which includes creating spreadsheets, creating workbooks, data entry, use of formulas, and the ability to work with large amounts of data easily to support the department by creating, formatting, organizing, updating, calculating, and modifying reports for management.
  • Microsoft Outlook, which includes send and receive email messages, manage your calendar, scheduling appointments, meetings, and events and store names and numbers of your contacts, and track your tasks.

To receive credit for experience using Microsoft Word, Excel, or Outlook, applicants are required to clearly demonstrate experience using these programs on the application, “Work Experience” section.

SPECIAL REQUIREMENT INFORMATION: 

*Experience at the level of Senior Telephone Operator is defined as leads the work of two or more Telephone Operators.


**Experience at the level of Telephone Operator is defined as operates a telephone operations computerized system or console***.


***A telephone operations computerized system or console is a technology that integrates computer systems with telephone systems, allowing users to manage and interact with phone calls directly from their computer interface, enhancing efficiency and productivity.

****A SPOK systems a cloud-based communication platform designed for healthcare organizations to facilitate secure and efficient communication among care teams, integrating with existing systems and offering features like secure messaging, on-call scheduling, and contact center solutions. It provides all directory listings to the operator, such as patient information, pager numbers for doctors on-staff and directory search of call clinics and key function for EMERG PROC that allows the operator to process the Emergency Codes in a timely manner. 

EXAMINATION CONTENT:

This examination will consist of two (2) parts:  


Part I

This examination will consist of an evaluation of experience based upon application information, desirable qualifications, and supplemental questionnaire weighted at 50%.


Applicants must meet the requirements and achieve a passing score of 70% or higher on Part I to proceed to Part II.

Part II: An Appraisal of Promotability which will measure the applicants, knowledge and skills, planning and organizational skills, analytical and decision-making ability, verbal/written communication and comprehension, supervision, and  weighted at 50%. 


The passing score for the assessment is 70%.


ELIGIBILITY AND VACANCY INFORMATION:

The list of successful candidates created from this examination will be used to fill vacancies throughout the Department of Health Services as they occur.


No person may participate in this examination more than once every twelve (12) months.
