SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Behavioral Health Services Manager. Exercises direct and/or clinical supervision over professional, technical, and/or administrative staff.

- Plans, organizes, assigns, supervises, and reviews the work of staff providing support for or direct behavioral health clinical intervention, recovery, and/or case management services to assigned clients and their families; plans, coordinates, and directs the daily operations and activities of assigned unit(s) and/or clinic; develops, monitors, and adjusts staffing schedules to ensure optimal service delivery and operational support.
- Trains staff in the work of assigned program operations and services; implements training procedures and standards; provides technical consultation and guidance to staff members and performs the more complex program duties assigned to staff.
- Evaluates employee performance; counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Conducts clinical case conferences with licensed and non-licensed staff to evaluate case progress; provides consultative direction to staff as necessary; develops staff awareness and skills; provides information and training on the latest service techniques.
- Provides individual and group supervision, training, and chart auditing for interns completing pre-and post-master’s internships and unlicensed clinical staff; teaches and supervises clinical skills, appropriate roles and boundaries, and ethical and legal criteria; reviews intern strategies for behavioral health treatment and case management; provides critical and constructive feedback on same.
- Works in coordination with department leadership, clinical staff, and support staff in developing and managing new programs, services, and treatment groups as necessary to better serve clients; evaluates program effectiveness and recommends development and/or modification of program goals, policies, procedures, and work standards to enhance program effectiveness; drafts and submits a wide variety of policies, procedures and plans for the execution of program operations; implements upon approval.
- Participates in the work of staff as necessary; maintains an active caseload of high acuity clients; makes or reviews decisions on difficult client assessment and casework matters; assists clinicians with crisis services; and reviews logs for service delivery and follow-up care.
- Reviews, audits, and ensures staff maintain and submit accurate, detailed, and thorough documentation, case records, and notes of all billable and non-billable activities and services related to client care; provides feedback to staff and revises/completes necessary documentation for billing purposes.
- Coordinates assigned services and operations with those of other divisions and outside agencies; participates in collaborative treatment with representatives from other agencies to build partnerships and network connections to facilitate collaborative care among all agencies to better serve the County’s clients.
- Performs crisis intervention; evaluates individuals to identify level of stable behavior; provides support and assistance in problem resolution; coordinates or arranges for the provision of appropriate care services; and places holds as necessary within scope of authority.
- Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.
- Trains staff and service providers in the work of assigned program operations and services; implements training procedures and standards; provides technical consultation, expertise, and guidance to staff members and service providers both in the office and field and performs the more complex program duties assigned to staff.
- Collaborates with internal departments, external agencies, and community coalitions to identify the community’s service needs; develops and implements plans to meet those needs.
- Evaluates program effectiveness in meeting client needs in line with scope of work; recommends and implements procedural changes to enhance program effectiveness, including those required for program compliance.
- Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.
- Participates as a member of a multi-disciplinary treatment team providing critical clinical input related to client diagnosis and recommended treatment plans; presents findings and clinical observations; receives clinical feedback and assistance in managing transference/countertransference; participates in case conferences and consults with psychiatric staff to review client cases and resolve difficult therapeutic problems.
- Represents the County in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to a master’s degree from an accredited college or university with major coursework in counseling, social work, psychology, marriage and family counseling, or a closely related field.
- Four (4) years of professional post-licensure experience providing direct client services in a behavioral health or psychiatric setting including client assessment and evaluation, development and implementation of appropriate treatment plans, and counseling/therapy services.
- Possession of valid licensure as a Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC) issued by the California Board of Behavioral Sciences (BBS), to be maintained throughout employment.
- Possession of, or ability to obtain by the time of appointment, an appropriate California driver’s license.
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various County and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

PLACEMENT ON THE ELIGIBLE LIST:
The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.
Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.
PRE-EMPLOYMENT MEDICAL REQUIREMENTS:
As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.
