SUPERVISION EXERCISED
Exercises direct supervision over professional, technical and clerical staff.Works with the Deputy Director of Community and Economic Development-Building and Fire Safety and other staff to develop and implement overall development review process improvements and functions of the plan check/permit issuance section of the Building Division; assigns and assists with the review of complex building plans and specifications for compliance with adopted construction codes and other applicable state and local regulations and policies. within established timelines; plans, organizes, directs and participates in the work of assigned staff; assures that the distribution of plans to Building staff, as well as other divisions, departments, outside agencies and consultants, and the responses related to review of such plans are secured within established timelines; ensures the technical quality of plan reviews and oversees the work of the County's outside plan check consultants; supervises, trains and evaluates assigned staff; provides input regarding permit tracking systems and procedures to resolve problems and improve efficiency;. makes recommendations to the Deputy Director of Community and Economic Development-Building and Fire Safety to resolve code interpretation conflicts between plan check staff, inspection staff and external customers; works as single point of contact for complex projects;. coordinates with outside plan check consultants for consistency and accuracy in plan reviews; maintains the information distribution aspect of the Building and Fire Safety Division; oversees code assistance and pre-application meetings as needed; acts as Deputy Director of Community and Economic Development-Building and Fire Safety in their absence and assists in training the plan checkers, permit technicians, and clerical staff.

Training& Experience
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Four (4) years of increasingly responsible work experience comparable to that of a Plan Checker II/III with Madera County, including at least one (1) year comparable to a Plan Checker III which includes one (1) year of lead or supervisory experience.
Training:
Equivalent to a Bachelor's Degree from an accredited college or university with major work in building construction, architecture, engineering or a related field.
Licenses and Certificates:
- Possession of, or ability to obtain within twelve (12) months from the date of employment, I.C.C. (International Code Council) certification as a Plans Examiner. Employees who do not obtain an appropriate certification will be terminated or demoted to an appropriate lower position, if one is available.
- Possession of valid registration as a Civil Engineer or Licensed Architect issued by the State of California Department of Consumer Affairs is highly desirable.
- Certification as a Certified Access Specialist (CASp) from the State of California Division of the State Architect (DSA) is highly desirable.
- Possession of, or ability to obtain by date of appointment, a valid California Driver's License.
Essential duties require the mental and/or physical ability to:
Ability to work in a standard office environment including the ability to sit, stand, walk kneel crouch, stoop, squat, and lift 45 lbs.; some exposure to outdoors and confining work space; ability to travel to different sites and locations within the county; and ability to work non-traditional office hours, including occasional weekends and early morning through late night hours.

Placement on Eligible List:
The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes. Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.
Salary : $84,074 - $103,400
